The oil pipeline that crossing river has leaked diffusion accident. It may involve three development processes:soil infiltration, diffusion in water, surface diffusion. Combining the theoretical research with FLUENT software numerical simulation, the paper established the pipeline crossing river diffusion model of oil spill at various stages. The paper researched main factors how to influence diffusion process development such as the wind speed, water flow speed, initial speed, oil leak leakage aperture size and so on. Based on these, the paper built MaoTiaoHe different hole leakage diffusion model, determined the scope of diffusion function, wrote oil spill emergency program about the spread of crude oil in MaoTiaoHe. The aim is to provide scientific basis and guidance to emergency decision-making.Based on the water environment of pipeline crossing river as the research object, the paper has carried out the following several aspects on the basis of consulting a large number of literature material:(1) Concluding Fluid mechanics theory and the theory of porous media and other relevant basic theory, the paper analyzed the applicability and advantages and disadvantages of various theoretical models and simulation software. It selected fluid mechanics software FLUENT for crossing river pipeline oil spill diffusion numerical simulation combining the characteristics of the pipeline that crossing river.(2) Based on the existing study of the crude oil pipeline leakage that crossing river, the paper built different leakage aperture of2d and3d mathematical model and physical model for bare pipe leaks and bottom pipeline leak two cases. Then, it analyzed the stages of diffusion regularity that Considered the soil porous media problems and wind field.(3) The paper analyzed the condition of different stages of the volume change situation in different leakage rate and flow velocity, different leak hole diameter, wind speed, bedrock effective particle diameter and the change regular that oil spill diffusion range in various factors.(4) The paper established crude oil pipeline leakage simulation model that crossing MaoTiaoHe, gave simulation calculation and Summed up the function that leakage diffusion maximum horizontal and vertical displacement of the oil with time.(5) The paper wrote oil leakage diffusion easy software. The software contained seven different aperture of crude oil underwater and water diffusion area in the calm wind and wind field cases.
