| The rapid development of China’s economy has led to more and more increasing demand for oil and gas, driving the exploration and exploitation of offshore oil and gas resources, but our assorted offshore building industry cannot keep the same pace. For that point, in 2012 the Ministry of Industry, together with other five ministries, made the revitalization program to support the China’s offshore building industry. At the same time, with the advantage of China’s "manpower dividend" and "resource dividend" decaying, China’s manufacturing industry have to make the fundamental adjustment from the "factor-driven" to "efficiency-driven". Fortunately the project management theory, originating from USA in the 1950s, has proven a very good solution with remarkable results in improving the practice effect and enhancing the efficiency. Therefore, it can predict that the application of the project management theory in our offshore building industry can meet the time demand and also cause much positive effect and efficiency.The thesis established a project schedule management system based on the Hall three-dimensional structure; It gave the principle to decide the milestone following project time target; It showed the project task components of building a deep-water semi-submersible drilling unit with WBS method; It showed the project activity flow of engineering, procurement and construction phase with flow chart; It stated how to compile a good project schedule plan with a simplified example of building a drilling unit; It listed the main problems during compiling project schedule plans; It studied the project schedule risks; It gave the actions during the project schedule running; It listed the main problems and their relevant solution that existed in the project schedule running; It gave the processes and methods of project schedule control; It verified the validity of the project schedule management system based on the Hall three-dimensional structure with the project of building COSLProspector. |
