Exploring The Management Mode Of Our Country Small Town Sewage

From the ninth five-year plan to the 11 th five-year plan, the city drainage pipeline network and sewage treatment plants of China have been rapidly developed. But China’s water environmental is still serious, urban and rural surrounding water is rarely seen limpidly, black and odor rivers and lakes can be seen everywhere. One of the most important reasons is that the small town sewage treatment rate is still low, so improving the water environment of small towns is imminent.The area of small towns in China is vast, the geography and climate of them is different, the environment resources of them is irregular, the ability of investment and financing is also different, the economic development around the small town is extremely unbalanced, economic industrial structure of them is not uniform, so the water quality of the discharged wastewater is variously and the water quantity is not stable.In this paper, based on the specific characteristics of the small towns’ sewage in China, the selection principle of sewage treatment technology is analyzed and discussed. Through the comparison of various investments and financing mode analysis of current water industry, BOT+BT investment and financing mode is proposed which can speed up sewage treatment process of China small town. At the same time, combined with local pilot, using a combination of regional governance principles, it is analyzed that the extensive and intensive management ideas and new operation and management mode for the small town sewage treatment plant construction and operation. On the basis of the process of selection and the mode analysis, take the small town sewage treatment in Hunan Changsha and Jiangsu Si yang as the research object to verify the rotating biological disc technology, BOT+BT investment and financing mode and intensive operation management mode in the successful practice of sewage treatment in small towns of our country.Through the analysis and research, the three opinions below are concluded. Firstly, the rotating biological disc technology has the superior applicability of the economic and technical feasibility in the small town sewage treatment process. Secondly, the introduction of the BOT+BT investment and financing mode can speed up the process of sewage treatment project in small towns of our country. Finally, the extensive and intensive management of the small town sewage treatment project construction and operation of will be the new trend of China’s town sewage treatment in future.
