The treatment of sewage in towns is an integral part in controlling regional water pollution,and optimizing the operation and operation management of the town sewage teatment plants play an important role in improving the efficiency of the treating sewage and decreasing the energy consumption.In order to increase the compliance rate of the sewage treatment plant and improve the operation and management level of the sewage treatment facility,the operation and management status quo of rural sewage treatment plants in some areas of the Taihu Lake Basin were investigated and analyzed.For the Liyang town sewage teatment plants,two representative sewage treatment plants were selected to carry out process optimization technology research,and advanced dynamic simulation modeling and simulation systems were used to optimize the process parameters of the sewage treatment plant and carry out research on the operation and management techniques of the sewage treatment plant equipment.Thus,the operation and management of the town sewage treatment plants and the compliance rate of the effluent were significantly improved after the research technology was applied to representative sewage treatment plants.The specific research content of this paper is as follows:(1)Investigate the distribution,treatment scale,and sewage treatment process of 167 town sewage teatment plants in Taihu Lake Basin,Jiangsu Province.And investigate and analyze the scale of sewage treatment,sewage treatment process,water quality of influent and effluent,facility operation and operation situation,facility operation management team,related technical staffing,operation procedures of sewage treatment planst,facility maintenance management,operation cost,etc of town sewage treatment plants in Liyang,Wujin District and Jurong.(2)For Liyang,Shanghuang Town Sewage Teatment Plant and Shangxing Town Sewage Teatment Plant were selected as the two representative sewage treatment plants.The pollutants removal rate,the removal method of nitrogen and phosphorus were analyzed by monitoring the process operating parameters.Thus the enhanced nitrogen and phosphorus removal program was proposed.At the same time,the WEST model was used to simulate the process optimization to obtain the process optimization operating parameters.For each of the two representative sewage treatment plants,the process optimization strategy was proposed.(3)Based on the investigation of the process operation and the daily management status of various equipment and facilities in each town sewage treatment plant in Liyang,an optimization operation operation management plan was proposed.In the aspect of the operation technology,an optimization plan for process operation management,safety operation,maintenance and emergencyplan was proposed.In terms of the operation management,the optimization plans for the operation and maintenance management model,division of labor and responsibilities,corporate management responsibilities,facility operation management,facility safety management,account data management,information management,supervision and management and assessment.Apply the optimized operation and operation management plan to two representative sewage teatment plants.Through the research,under the condition that the water discharge standard rate of Shanghuang Town Sewage Treatment Plant was 100% in 2017,the electricity consumption for treating one ton of sewage in the first half of 2017 was reduced by 26.74% compared with the same period of 2016.The process operation of the town sewage treatment plant in Shangxing achieved simultaneous nitrification and denitrification(SND)and denitrifying phosphorus removal,which increased the effluent compliance rate.The average monthly use of poly aluminum chloride(PAC)in the first half of 2017 was 42.34% lower than that of 2016.Through the assessment of the local competent authority,compared with the pre-project implementation,the compliance rate of the effluent of the town sewage treatment plants in Shanghuang and Shangxing increased by 50% and96.7%,respectively.In respect of the pollutant reduction amount,the reduction amount of COD and TP in the Shanghuang Town Sewage Treatment Plant in the first half of 2017 was 14.52% and14.28% higher than in the same period of 2016,respectively.The reduction amount of COD and TP in the Shangxing Town Sewage Treatment Plant increased by 143.6% and 131.05%,respectively.At the same time,the operational management level of the two representative sewage treatment plants has been significantly improved.The research results of the project provided technical support for the stable compliance and low consumption operation of the town sewage treatment plants.
