With the development of city construction and reconstruction, The amount of construction waste generated is increasing rapidly. Due to the the lack of unified norms on construction waste disposal, construction waste not only caused serious environmental pollution, but also posed threat to the health of city dwellers. The construction waste management problem is need to be solved urgently. At present, The amount of construction waste generated in Wuhan city increased exponentially. But the government has not paid sufficient attention on the problem of construction waste, and has not formed the standardized management system. This paper take the manage problems of construction waste in Wuhan city as the research object. Based on the guidance of the seamless government theory to try to build the a new management system of construction waste in Wuhan city. It has extremely realistic meaning to strengthen the government ability of public administration and to constructing the harmonious city.Through the study of related legal system, government functions and management process on construction waste of Wuhan, the paper point out the weakness on the legal system and government management It also point out the process of averment management is incoherent on construction waste and analyze the deep reason of these problems. From the analysis, we can see that there is a big gap between the current situation of construction waste management and the seamless government theory. Fortunately, the urban management reform of Wuhan and the practical guide of other cities bring opportunities for construction waste management reform in Wuhan. Then give some advice on laws and regulations, supervisory mechanism, information technology construction. It want to solve the problems such as Vertical separation, region segmentation, and consolidate resource integrate, and create a effective construction waste management system.
