With the economic developing, climate becoming warmer, energy crisis and other environmental issues become a major threat to the sustainable development of human society. How to reduce carbon emissions and slow down or even stop the global warming have become an urgent need to solve the problem. In this background, low carbon economy arises at the historic moment.China, is the largest developing country, has played an important role in dealing with the issue of climate change. Shanxi is a major energy province of China, which has a vital role to achieve emission reduction targets. Shanxi is a typical “resource-based city”. The economic of Shanxi is mainly composed of resources industry, consuming a large amount of energy and emitting large amounts of carbon in the process of development.With the development of Shanxi economy and the widespread use of the energy, carbon emissions will increase further. The necessary means to achieve Shanxi sustainable development are conserving energy, low-carbon transformation of industrial structure and developing the low-carbon economy.This article research carbon emissions of energy consumption in Shanxi resource-based industries from 1994 to 2013, based on the industry development theory and the low carbon economy theory, based on the natural resources situation and the industrial situation in Shanxi, according to the calculation method of "IPCC Guidelines" provided, calculate the carbon emissions of the Shanxi resources industry from 1994 to2013, then analyze the carbon emissions of energy consumption、industrial structure and energy structure. Then decoupling analysis of resource-based industry development and the carbon emission, using the OECD decoupling model(respectively for 1994 and previous year as the base year) and the Tapio decoupling model analysis the relationship between the resources industry development and carbon emissions. In order to analysis the influence factors of carbon emissions comprehensively, using LMDI factor decomposition model analysis the influence factors of the resource-based industry’s carbon emissions in Shanxi. Decomposition five aspects:the carbon dioxide emission factor, the energy structure effect, the energy efficiency effect, the industrial structure effect and the economic output scale.The results show that the carbon emissions of the resources industry developmentin Shanxi Province in 1994-2013 is an upward trend, which grow rapidly,the carbon emissions in 2013 than in 1994 increased 40.7998 million tons. Which industrial carbon emissions accounted for the largest, followed by transportation, storage and post and telecommunications. From the energy structure, in addition to the oil transportation,storage and post and telecommunications of carbon emissions is bigger, the rest of the industry mainly depends on the coal resources, coal accounted for the largest carbon emissions. Effects of resources industry in Shanxi Province of the main causes of carbon emissions is the size of the economic output, the second is the industrial structure.In recent years, the adjustment of industrial structure in Shanxi Province, has a certain effect, but there are still some problems:(1)Economic development relies heavily on coal resources and the industrial structure is single;(2)Carbon emissions are increasing year over year, which the industrial is too large;(3)The energy structure is irrational and the energy efficiency is low. According to present, the existing problems of resource-based industry in Shanxi. Putting forward some countermeasures and suggestions on the resource-based industry of Shanxi:(1)Adjust the industrial structure,promote the transformation of the resource-based industries;(2)To accelerate the industrialization of clean coal technology, realize the coal industry transformation development;(3)Optimize the energy structure and improve the energy utilization efficiency.
