China’s per capita water resources is only 2300 m3, ranked 121 th in 193 countries, but mine is rich in water resource in our country, every year outside mine water of 4.54 billion m3, but instead be efficient use of mine water as waste discharge, utilization rate is less than 40%. So, it is an effective way to solve China’s per capita water resources nervous that how to improve the utilization of mine water in China. The research object to choose the supply and demand contradiction in handan coal mine area,and put forward the optimal scheme of mine water utilization, and provide reference for similar areas.In this paper, the main work are as follows: fully collected 13 coal mine of fengfeng group co., LTD, and handan mining group, 6 coal mine information, on this basis to handan coal mining area of basic geology, regional hydrogeology conditions are analyzed and generalized. Introduces the calendar year water inflow of the region, and to make predictions; In handan area of original water and coal mine drainage water quality are analyzed. For mine water quality characteristics of the region chose water treatment technology, and according to different purposes to choose different treatment processes, finally according to the water, all the existing surplus water and future displacement respectively used for the evaluation of economic benefits in use and different use. Research has made the following conclusions:(1) Handan region there are altogether 305 coal mines, including state-owned mine 35, villages and towns individual 270 small mines, coal production is 1595.3 x 104 t, larger production capacity of large and medium-sized mines are 19, thirteen belongs to fengfeng group co., LTD., another six belongs to handan mining group co., LTD.(2) The study area displacement of 106.927 million m3/a and the utilization about 52.88015 million m3, utilization rate is 45.9%, the residual water is more original fengfeng group of coal mining area, the remaining is about 48.95145 million m3, the biggest development potential.(3) By analyzing the water inflow of past data, displacement of coal mine in handan area showed a trend of rapid growth by 2000, after 2000, the displacement to stabilise, with variable weight combination model of the study area of water inflow forecast, forecast displacement of coal mine will reach 2019 m3, 776400 m3, with coal mining, the displacement has a downward trend.(4) Through the paper three diagram and curve method of variation of raw water quality were analyzed, and the region it is concluded that the region of the mine water, raw water quality is very good, and then in the study area after mining of the mine water analysis concluded that the area of coal mine water quality type mainly containing suspended solids, high salinity, mine water containing special pollutants, with mei index evaluation within the area of water suspended solids and turbidity, bacteria counts, salinity to three and four types of other ions to a kind of water, so water should deal with most of the region is suspended solids, bacteria, and salinity.(5) The utilization way of mine water are mainly agricultural irrigation, industrial water, landscaping and living water, agricultural irrigation, and landscape water requirement for water quality is low, so take the coagulation and precipitation can reach the requirements, individual high salinity mine plus step of reverse osmosis steps; Industrial water and domestic water demand for water is high, so take the coagulation, sedimentation, filtration, reverse osmosis, disinfection process.(6) To evaluate economic benefits of mine water usage, the evaluation results remaining mine water used for agricultural irrigation loss of 74.82248 million dollar a year, all of mine water used for agricultural irrigation loss of 85.5225 million dollar a year, remaining mine water used in industrial water net income of 86.0829 million dollar a year, all of mine water used in industrial water net income of 141.723 million dollar a year, remaining mine water used for landscaping profit of 89.54329 million dollar a year, all of mine water used for landscaping profit of 146.61 million dollar a year.
