In recent years, our country had introduced a series of environmental laws and regulations in the coal industry, to control the emissions of SO2, NOX, dust, heavy metals and other pollutants. Looking from a deeper level, it is to achieve the coordinated development of the economy, society and environment. The latest introduction of the "thermal power plant air pollutant emission standards"(GB13223-2011) is called the most stringent standard in history. It is comparable with the standards of the European Union, Japan and other developed countries. For China’s coal-fired power plants, it had proposed more stringent requirements.In response to the national policy and to achieve pollutant discharge standards, each coal-fired power plant continues to improve or add new air pollution treatment equipments. Such as, the improvment of operation rate in denitration system, the optimization transformation of denitration efficiency, the expansion of desulfurization system, increasing wet electrostatic precipitator and using the technology of circulating fluidized bed boiler, etc. Improving system capacity of flue gas is to achieve pollutant discharge standards.Bases on the theory of project management, this article comprehensive analysis air pollutant treatment situation of coal-fired power plant through the way of literature reading and project researching and combining with the air pollutant treatment system reconstruction project of JW power plant. Then, it comprehensive upgrade the entire environmental protection system, including classification economizer, adding SCR catalyst layer, ESP reinforcement, combining induced draft fans and booster fan, expaning WFGD, air leakage rate of GGH, and WESP, etc.After the entire transformation of environmental protection system, the operation rate and the efficiency of the equipment have greatly improved and the emission concentrations and pollutant emissions reduced significantly. The average monthly emissions of SO2, NOX and dust decreased 88%, 80% and 69%, respectively. The dust concentration of chimney outlet was less then 5 mg/m3, SO2 concentration < 35 mg/m3, NOX concentration < 50mg/m3. They all reached the combustion engine emission standard of "thermal power plant air pollutant emission standards". Ultimately, it achieved a near-zero emissions of pollutants in coal-fired power plant. It provides a useful reference of comprehensive upgrade environmental protection system for similar coal-fired power plants.
