The gradually increasing speed of Chinese urbanization develop ment has promoted the rising of social economic level since the Reform and Opening. However, under the global background of contradiction between power supply and demand, the traditional urbanization mode of high-investment, high-consuming, and highemission has brought great pressure to the resource, energy and ecological environment of our country. The contradiction between high speed urbanization and ecologic environment is prominent. As a result, an assessment method is in urgent need to evaluate the impact of Chinese urbanization on the ecologic environment. The environmental performance level of 285 Chinese prefecture-level cities and municipalities during 2005 and 2013 are measured and the influence factors of the environmental performance level are investigated. Providing the reference to weaken the contradiction between economic development and environment, and to improve the urban environmental performance of China.This paper summarizes Research status review of the general environment al performance and the urban environmental performance, and summarizes the definations of environmental performance. Defined the concept of this paper’s urban environmental performance.By comparing the common methods of evaluating environmental performance, this paper use DEA to evaluate the urban environmental performance of China.The assessment system of urban environment performance in China is founded on the basis of former researchers’ work, which includes 4 indexes of input and output. They are labor, capital stock, water consumption, energy consumption, GDP, industrial waste water emissions, SO2 emissions and dust emissions.Then the static environment performance level of 285 Chinese prefecture-level cities and municipalities during 2005 and 2013 are measured by super-SBM model in data envelopment analysis, and compared the differences between the static results. The dynamic environment performance level of 285 Chinese prefecture-level cities and municipalities during 2005 and 2013 are measured by Malmquist-Luenberger indexes in data envelopment analysis, and analyzed the trend of urban environmental performance. The impact of decomposition indexes on the Malmquist-Luenberger indexes divided into technology efficiency indexes and technology development indexes is also elaborated. Based on all of above, panel data regressive analysis is utilized to discuss the effect factors of environmental performance level. Methods to improve the environmental performance level is further discussed.According to research analysis, this paper proposes optimizing the industrial structure, promoting enterprise innovation ability and other improving environmental performance suggestions. The suggestions will provide the related departments of the government with important support and valuable suggestions for reference.
