| At the present stage,the state actively builds ecological civilization and adheres to the principle of giving priority to conservation and protection and giving priority to natural recovery.Most of the western region is a burning mining industry-based enterprises,so the rapid economic development of the western region will bring not optimistic environmental problems.In this paper,input,expected output and non-expected output are selected from the aspects of industrial waste management,and the higher the value of non-expected output is,the more favorable environmental management is.Because the human consciousness has the important influence function to the environment management,therefore selects the junior middle school and above education level representative consciousness as one of the external environment factors.The three-stage ZSG-DEA model is used to calculate the environmental efficiency of western provinces and cities,and the Malmquist-Luenberger index is used to investigate the current situation of environmental management in western China.The combination of dynamic and dynamic can comprehensively analyze the situation of environmental control in the west.(1)The number of invalid DEA values SFA regression in 2017 is much smaller than the results of non-regression calculations,and the number of DEA effective provinces has been reduced from 6 to 5,indicating that random errors and external environmental factors have an important impact on the efficiency of environmental governance.(2)From a static perspective.The results of the three-stage ZSG-DEA model are closer to the real efficiency value than the results of the traditional DEA model,and the final comprehensive efficiency value can be higher than the value 1,so thecomprehensive ranking of the environmental governance efficiency in the western region is obtained:Inner Mongolia has the highest environmental governance efficiency,followed by Shaanxi,Chongqing,Sichuan is the third,Chongqing is the fourth,Xizang is the fifth,Guangxi is the sixth,Guangxi is higher than Yunnan,Guizhou is the eighth,Gansu is the ninth,Xinjiang is lower,Qinghai is lower than Xinjiang,and Ningxia has the lowest.According to the comprehensive ranking,the provinces and cities with high environmental control efficiency in the west are mostly concentrated in the southwest region led by Chongqing,Sichuan and Tibet,and the lower efficiency is mostly concentrated in the northwest region led by Xinjiang,Qinghai and Ningxia.(3)From the dynamic point of view,comparing the dynamic results of environmental governance in the western region from 2011 to 2017 measured by the Malmquist-Luerberger productivity index before and after adjustment,we can see that the overall trend of total factor productivity changes after adjustment is more stable,and the differences between provinces and municipalities are reduced.After adjustment,the following conclusions can be drawn: overall total factor productivity is mainly affected by technological progress.The average for all cities in 2011-2017 is up.First,the average value of environmental governance efficiency in the western region is greater than 1 in all the other 11 provinces except Inner Mongolia;second,the level of technical efficiency in Chongqing,Sichuan,Tibet and Guangxi has not changed,while the level of technology in Xinjiang has decreased,and the level of technical efficiency in the other provinces has improved;third,the western provinces have been in a state of technological progress during the period 2011-2017. |
