ObjectivesThe investigation and analysis about the present situation of the implementationof chronic disease comprehensive prevention and control services, as well aschronic disease comprehensive service and public health service projects on theHualong District,not only provide the local related departments with some feasiblesuggestions for chronic disease prevention strategy formulation,but also policy basisand accurate reference data for the items of basic public health better serviceimplementation.Methods1. By literature review method,it refer to the chronic disease and non infectiousdiseases prevention and control demonstration zone file, chronic diseasecomprehensive prevention and control service file, work reports and statements andother related data statistics;counting health human resources and each servicepopulation of Hualong District Township Health Hospital, city community healthservice center; understanding task completing situation chronic diseasecomprehensive prevention and control in Hualong District.2.It depends on chronic disease management to see on-site performanceevaluation (demonstration center standard). In view of health management inhypertensive patients, type2diabetic patients and severe mental illnessmanagement go on as follows:(1)to see the management data on site;(2) to selectrandomly10records, checking file integrity and dynamic usage, telephoning to verifyfile authenticity.Results1. The financial grant funding from city is continuously increasing. The basicpublic health service project funds increased from RMB2.9479million in2010toRMB8.707900in2013, an increase of RMB5.76million.2. Hualong District has plentiful health human resources, but limited rural healthorganization human resources;and the phenomenon of uneven distribution exist.The general practitioners, doctor of traditional Chinese medicine and public healthphysicians are lack of in two township health centers, and higher education are fewerin number.3.Hualong District has established324,300health records for the residents, thefiling rate is up to93.22%. The health management filing rate of the elderly above65years old is95.74%. The filing rate of patients with hypertension is96.24%;Thefiling rate of patients with diabetes is94.18%; the severe mental illness managementrate is94.58%. The infectious disease report rate and timely report rate can reach100%. Sudden public health incident report is zero. The comprehensive preventionand control of chronic disease service work and essential public health services in8street agencies are better than two village hospitals.Conclusions1.The national, provincial, municipal authorities gradually increase financialinput to basic public health services, getting the strong support of the government forthe development of comprehensive prevention and control of chronic diseases in thearea.2.Medical and health institutions in Hualong districts covered the medical andhealth institutions at municipal level as well as Zhongyuan Oilfield,thus notConsistently allocating health resources, existing weak basic medical and healthinstitutions personnel technical force and technician concentration.3.the overall quality of chronic disease comprehensive prevention controlitems are acceptable,the original data record of medical institutions is morecomprehensive and normative.
