As a scientific method and an important part of performance management, performance evaluation has been well studied and applied to many fields. In this study, after reading a lot of related literatures, we summarized the evolution of public health service, and fully comprehended the concept of performance and performance evaluation. The application of performance evaluation in health systems was collected and compared. The aim of this study is to explore how to evaluate the performance of public health service and try to establish a reasonable performance indicator system in accordance with the present situation of Zaozhuang.First, we conducted the literature review to comprehend the basic concepts such as public health, performance and performance evaluation. Meantime, we compared different methiods of performance evaluation in public health systems in different countries and organizations. Based on the review of performance indicators used now in Zaozhuang and the implementation effect, an improvement plan was generated. By drawing on the experience of performance evaluation in health systems in China and abroad, a draft performance indicator system was developed. Delphi method was adopted to establish the final performance indicator system and analytical hierarchy process was adopted to calculate the weight of every indicator. Finally, a complete performance indicator system was built which can be used in performance evaluation of public health service of Zaozhuang.Based on the framework of performance evaluation for health system suggested by the World Health Organization, a 3-level "input, output and outcome" performance indicator system was established. The performance indicator system contains 3,12 and 26 indicators at first level, second level and third level, respectively. The weight of every indicator in every level was generated with analytical hierarchy process. Data of 2015 for 6 districts in Zaozhuang were used to assess reliability and validity of the new established performance indicators. The first step is to collect scores for every third level indicator of every district from several specialists, and then total scores for performance of every district were calculated by combining weights of indicators. The final performance results was compared and discussed with results from performance indicators used now in Zaozhuang.The research method used in this study for the establishing of the performance indicator system for public health services in this study is reasonable. After the empirical study on the performance evaluation in 6 district in Zaozhuang, the performance indicator system was consider to be broad, systematic and valid, the performance results were consider to be reliable. We found that the main factor for the performance of public health service is input and output, and the percentage of outcome is a little less. The scores for performance of input are worse in some extent, which indicates the input for public health still have space for more improvement.The innovation of this study is the establishing of a valid and reliable performance indicator system which can be used in the performance evaluation of public health service in Zaozhuang. The system was established under the concept that both basic public health service and disease control and prevention are indivisible part of public health service. Case study confirmed this system can be further used in other districts similar with Zaozhuang. Furthermore, this study is a positive attempt of evaluating the performance of public project funded by financial allocation. Starting with public health service, this study developed a detailed process of how to establish a performance indicator system and to carry out, which is a good example for performance evaluation of other public projects.
