The Comparison Of Chinese Gap And Foreign Gap And The Development Countermeasures Of Chinese Gap

The State Food and Drug Administration published Good Agricultural Practice (GAP) on March18,2002. This is a management standard published by our country which is regulated planting, harvesting and processing etc.segments of Chinese herbal medicine.GAP has published more than ten years in our country at present. Its development trend, the proximity to foreign related standards and the present situation etc. are the problems which have to faced and solved through studying our GAP. This article took our GAP as research object, analysed research contents of our GAP systematically, compared our GAP with foreign related standards and analysed present situation of our GAP bases comprehensively.Through the methods of literature surveying, comparative analysis and investigation, this article discussed the overall development about our GAP systematically. The method of literature surveying analysed the temporal distribution and content of the literatures about our GAP from1999to2013mainly. The method of comparative analysis centered on our GAP, selected two foreign related standards as the comparison objects which are the GACP of EU (European Union) and the GACP of WHO (World Health Organization).This article made the omni-directional comparative analysis of the three regulations from various aspects of personnel management, ecological environment and cultivation management etc. The investigation method adopted the method of online data query, this article made statistical analysis the varieties of traditional Chinese medicine, the quantity and distribution of enterprises and bases which have already certified by the State Food and Drug Administration. Meanwhile, this article analysed the situation of second certifications about our GAP emphatically and introduced the operation modes of our GAP bases.The literature researches show that this article divided the literature surveying of our GAP into two categories:the research of our GAP standard itself and the research of current situation of implementation of our GAP. The former only accounted for5.6%of the selected literatures.This category include that the research of relevant clauses of our GAP standard and the comparison of our GAP and foreign related standards.The latter were main research contents, accounted for94.4%of the selected literatures.The second category include that the research of certain specific aspect when GAP implemented, the significance and existing problem in implementatior GAP and cognitive research thereof.Comparative analysis results show that our GAP compared with the EU’s GACP and the WHO’s GACP, there are high consistency among3standards generally. Some rules of our GAP are worth to consult and use for reference to the relevant departments of abroad. However,our GAP was still lack of overall planning and the mastery of practice in some details.There are explicitly stipulated for the qualifications of key personnel in our GAP, but in terms of ecological protection and species protection are not enough comprehensively, regulations on equipment and appliance are slightly short. The requirements of germplasm of our GAP is very strict, but in terms of fertilization, this article found that compared our GAP with EU’s GACP and the WHO’s GACP, there was a noticeable difference which is whether to use farmyard manure.The investigation results show that there are a total of60varieties of traditional Chinese medicine,80drug production enterprises and86GAP bases through the GAP certification in our country at present.The number of varieties of traditional Chinese medicine and the enterprise through the GAP certification has reached the peak in2004and2011.In our country there were a total of16GAP bases,13enterprises and17varieties of Chinese herbal medicine which had through second authentication by2013. Varieties of traditional Chinese medicine which had through the GAP second authentication only accounted for35.4%of the total number of through the GAP first authentication.Some enterprises have more than one GAP bases, in these enterprises, the proportion through the GAP second authentication is larger and accounted for30.8%of the total number of through the GAP second authentication.It shows that the pharmaceutical production enterprises which have several GAP bases attach great importance to the implementation of GAP. This article analysed and cleared up operation mode of GAP bases which have passed the certification of the CFDA at present comprehensively and summarised up the existing problems of GAP base in the aspect of implementation in our country.Meanwhile, from the aspects of enterprises, scientific research strength, government and farmers pointed out the problems respectively.
