Research On Institutional Reform Of Clinic Separating From Pharmacy In County Public Hospitals

After the reform and opening up, China’s economic is rapidly developed and medical and health services has developed promptly, but the "poor access and high fee" is still the strongest problem from the people’s livelihood and health industry. In order to effectively alleviate the problem, the government launched a number of health care system reform. All regions around take active exploration and pilot in this new round of reform, in which take the break the phenomenon of "to support medical with drugs"and establish "clinic separating from pharmacy" as the key point and focus of comprehensive reform.Through the questionnaire survey and visiting the public hospital in X County in Jiangxi province, this research mainly analysis the pilot effect of drug zero addition "medicine separate" reform at the county level public hospital and the power and resistance of reform as well. The related countermeasures are put forward to offer better advices for the reform of the separation of medicine, to provide a useful reference for the government’s better decisions.The power of county public hospital "medicine separate reform" is mainly the needs of our society’s development, people’s health and the hospital. The resistance mainly lies in the following aspect:financial compensation burden, heavy debt pressure in the county hospital, uniform medical insurance management, which affect the reform effect, low professional treatment, the lack of high-tech talents, difficult in major technological development, slow raising comprehensive service ability; unconspicuous effect of benefiting the people, un-deeply patients feeling, and the reform is still not reflected the value of technology medical staff.So, the following policy recommendations are raised to the problem of "medicine separation":First, must strengthen the publicity broadly and widely efforts to get the support of the medical staff, patients and the people, at the same time also let the masses can better supervise policy execution. Second:to increase government support to ensure that the hospital’s operation and development not effect by absent of funding, to ensure the smooth implementation of."medicine separate" reform with drug zero addition policy. The third is:drug zero addition policy is feasible, but it is not enough to reduce the price of drugs, centralized drug bidding procurement should be implemented as well. The forth is strength the reform of drug pricing management.To innovative drug pricing mechanism especially retail price to further reduce the high drug prices. The forth is a corresponding increase clinician income. The sixth is Strictly punish acts of commercial bribery, not only to punish the behavior of the medical staffs receiving drugs rebate, but also to punish bribery personal and manufacturers and distributors;The seventh:To break the phenomenon of pharmacy support hospital(clinic), but also to prevent the technology and examination support medical at the same time.
