Research On Performance Evaluation Of Financial Investment In Medical Treatment And Public Health With The Sample Of Date From Jiangxi And Shandong Province After The New Healthcare Reform

The development of medical treatment and public health undertakings, is related to people’s health and well-being and harmonious development of the country, is the hot spot of social attention. Medical treatment and public health conditions not only have a great influence on the personal behavior and the labor productivity, but also have large external effect on social and economic development. From the perspective of development economics, medical treatment and public health services is one of the social infrastructure of a country, plays a decisive role in the country’s social and economic development. More importantly, it has the function of protecting the basic rights and interests of citizens and promoting social fairness and harmonious development and so on. Therefore, to further accelerate the reform and improve the system of our country existing medical treatment and public health system and mechanism, is the strategic choice of harmonious society.From the perspective of the real situation of our medical treatment and public health development, there are still many shortcomings and defects, and the effects of several health-care reform are not very successful. The masses’ complaints of "the difficulty of expensive medical treatment" are not decreasing. because of the phenomenon of "illness-related poverty" are happened occasionally. When the reform’s goal of "everyone will have access to basic medical treatment and public health " doesn’t reduce the risk of people’s high quality to survive; When health care market is with market failure and social failures, the government, this invisible hand, should play a strong role, to increase public financial support in the medical treatment and public health undertakings, which is one of the most important parts. From the present situation of investment, the government has gradually realized the importance of healthcare investment, and continuously strengthens investment. As the investment increasing, it makes the foundation of economy for the periodic success of the medical treatment and public health undertakings. But there are also some problems and deficiencies in the process of investment, which impedes the pace of reform. The purpose of this paper is to analyze and evaluate our country’s financial investment performance in medical treatment and public health services, according to establish a scientific and reasonable performance evaluation system, and to find and solve the problems and deficencies of the investment.In order to evaluate financial investment performance in medical treatment and public health services more scientific and objective, this paper followed the basic principles of setting performance indicators, combined with the related literature and relevant experts’ points, and then picked out the specific indicators for performance evaluation in terms of the investment’s fairness and efficiency. About the performance evaluation methods, the paper uses the tipical factor analysis method of mathematical statistics. It can not only solve the problem of objectivity in confirming the weight of each indicator, but has advantages of easy calculation, evaluating results detailedly and acculatedly and others. By collecting relevant data from2009to2011, the paper uses the factor analysis method to evaluate the finacial investment performance in our country’s31provinces and cities, and mainly analyzes and compares the medical treatment and public health investment performance between Shandong and Jiangxi province. According to the results of performance evaluation, it analyzes the factors of affecting financial investment performance in medical treatment and public health and optimizes suggestions, so as to promote the healthy development of medical treatment and public health undertakings in our country.From the point of this study, it is the key to improve the efficiency of medical treatment and public health financial investment in China is to establish the related performance evaluation system. Meanwhile, improving the performance evaluation mechanism, and taking the results of performance evaluation as an important basis for the allocation of funds, which can effectively ensure the scientific and normative of the financial investment and the use. Therefore, this research has certain theoretical significance and practical value. On the one hand, it can promote our country to build a more perfect performance evaluation system of medical treatment and public health financial investment. On the other hand, it can promote China’s medical treatment and public health financial investment becoming more scientific and effective. And achieving the goal that everyone will access to basic medical treatment and public health service, and it will finally promote the development of medical treatment and public health undertakings, and maintain and improve people’s health better. According to these efforts, it will be the medical treatment and public health developing road with Chinese characteristics.
