As the dominator of medical service,public hospitals must comply with the national strategic requirements of "Healthy China" and the development concept of people’s health as priority,and realize health as the priority and public welfare as the guide to improve the service quality and efficiency of public hospitals.After the Third Plenary Session of the 18th CPC Central Committee,public hospitals accelerated the implementation of medical reform.In order to do a good job of the new medical reform,it is necessary for public hospitals to attach great importance to the performance evaluation of the new medical reform in the context of the new medical reform.Most of the public hospitals in China have an increasing number of medical reform population year by year,which shows that the performance of public hospitals is becoming more and more scarce,and the limited performance of public hospitals’ medical reform can’t bear the influx of too many people,which greatly improves the performance of public hospitals’ medical reform,and even hinders the medical reform of modern public hospitals Construction process.The main purpose is to show comprehensive,reliable,complete and specific financial information,so as to provide more sufficient decision-making reference for stakeholders.Based on the current situation of performance evaluation of public hospital reform in the context of new medical reform,combined with the actual situation of public hospitals,make full use of the current national policies,and take effective measures to complete the performance evaluation of public hospitals in the context of new medical reform with high efficiency and quality.Combined with the scale of public hospitals,the public welfare nature of hospitals,per capita health care expenditure,per capita waiting time for medical treatment and other realities,this paper discusses the background and significance of this study.This paper summarizes the domestic and foreign research status related to the performance evaluation,influencing factors and optimization path of public hospitals’ medical reform,and expounds the research content,framework,methods and other contents.Through the evaluation of the economic and social benefits of hospital A’s medical reform,the influencing factors are listed,and the performance results are analyzed.This research has important practical significance for promoting and assisting the work.In this paper,the relationship between the performance tracking and the formation of performance improvement programs in public hospitals is discussed,which shows the practical significance of the existence of performance improvement programs in public hospitals.Firstly,the factors that affect the performance of public hospitals are determined by theoretical model,and the factors are extracted.Then,a structural equation model is constructed to analyze the deep-seated relationship between the number and quality of medical treatment,patient feedback,team building and customer improvement,internal process improvement,learning and growth improvement,and financial improvement of medical and accompanying personnel in public hospitals,so that public hospitals can deal with performance tracking at different levels and effectively improve performance gap On the other hand,through the research,it shows that the medical quantity and quality of medical treatment,patient feedback information and team building of medical treatment and accompanying personnel are not completely impossible to transform each other.Under the new medical reform platform,the number and quality of medical treatment and the negative feedback of patients may be passively upgraded to the failure point of team building.This paper holds that the overall impact of patient feedback on the formation of performance improvement programs is greater than the impact of medical quantity and quality on the formation of performance improvement programs.
