| At present, Hong Kong’s public medical has a relatively well-developedregulatory system, the government uses the basic principle of "management seperatedfrom setting up" for setting up a professional institution called Hospital Authority. TheHospital Authority is responsible for the overall management of public medicalinstitutions and medical services. In addition, the government set up regional advisorycommittee in Kowloon, New Territories, Hong Kong island, and set up hospitalregulatory commission in the public hospitals. These institutions are responsible forreviewing public hospital operation state and public satisfaction of hospital services.All of those designs for the public medical are forming the overall supervision of thepublic medical operation. In order to make the regulation play a good role in themanagement of public medical, government also set up the "first option of thecommunity","shunt waiting" mechanism in the process of management. Furthermore,many rules and laws are setting up to ensure the operation of the public medical. Thisdesign of the management mechanism make government’s management in an orderlyway, and promoting the orderly development of Hong Kong’s public medical. At thesame time all of these ways let the public medical systems in Hong Kong provide thehigh quality and high level of medical services. The successful experience of HongKong’s management of public medical is important for today’s public health reform inmainland of China. First of all, the design pattern of Hong Kong’s perfect public healthmanagement system can provide a mode for the mainland to solve the problem ofpublic medical institutions’ founding and management. Second, the mainland in thedesign process of the management mechanism can combine the Hong Kong’sexperience and the situation of the mainland. In this way, the mainland of china willachieve the purpose of making the supervision management system and managementmechanism in mutual coordination finally. |
