The Study On Basic Medical Service Equalization In China Based On Theil Index

Background:By 2020, China will achieve a comprehensive grand goal of building a well-off society, the development of medical and health service system is facing a new historical mission. General Secretary Xi Jinping stressed that there is no universal health, there is no well-off and medical and health services is directly related to people’s health. How to improve medical and health resources to sink, promote the equalization of basic medical services, safeguard the healthy body, become a major practical problems and research hotspot of current. Therefore, it has very important significance to explore the equalization problem of China’s basic medical service between different provinces of eastern and western regions.Purpose:Based on the purpose of improving china’s basic medical services equalization and safeguarding national health, this paper point out the important inequality aspects of the basic medical services in national and regional scope, thus promoting equal basic medical services strategy and Suggestions. Moreover, due to the equalization of basic medical services as the research angle of view, and nationwide, East and western provinces as the object of study of literature is still scarce.Methods:In this paper, using literature research method of literature review, defining the relevant concepts and theoretical analysis, and summarizes the basic medical service from 2010 to 2013 in China’s overall situation. This article take the Theil index to measure and sample between provinces and cities in the three levels of equal basic medical services, and then according to the measure’s index contribution to explore the difference and the reason for the inequality.Results:The stability of the overall development situation of basic medical services in China, to safeguard the health level of residents; Theil index differences in the equalization of basic medical services of different index in China is large, and the equalization level in the central region of the highest, followed by the eastern region, the western region after; at the same time,in central region, the highest Theil index is the number of grassroots medical institutions; in eastern region,the higher three Theil index aspects are basic medical service efficiency, community hospital expenses and maternal mortality; in the western region, the higher three Theil index aspects are basic medical service efficiency, in towns and townships outpatient costs and per capita life expectancy.Conclusion:On the basis of research results, this paper proposes strengthening regional balance, focusing on the diagnosis and treatment ability, strengthen supervision and enhance residents’ health consciousness and other strategies to promote the development of equal basic medical services in China.
