Basic Medical and Health Service is an important index to measure social equity and justice,which is related to the health of the whole people and the harmonious development of society.In 2009,a new round of reform of China’s medical and health system was launched,with the goal of "everyone having access to basic medical and health services".Since then,policies at the macro level have put forward requirements for equalization of basic medical and health services.The 2015 outline of the Beijing-Tianjin-Hebei coordinated development plan takes the realization of equal access to public services as an important breakthrough point.As one of the key contents of public services,the realization of equal access to basic medical and health services has a positive impact on the coordinated development.For a long time,due to the large differences in the level of economic development,the difference in the level of basic medical and health services in the Beijing-Tianjin-Hebei region has been prominent and severe,which has seriously hindered the coordinated development of the region.Based on the above background,this paper will be equal to basic medical and health services Beijing-Tianjin-Hebei region as the research object,to macroeconomic data as support,through the combination of qualitative and quantitative methods of Beijing-Tianjin-Hebei region equal basic medical and health services status is analyzed,in order to equal status summary,and put forward the corresponding countermeasures and Suggestions combining with the research conclusion.As the focus of this paper,the quantitative analysis stage,based on the descriptive statistics of the development status of basic medical and health services in the Beijing-Tianjin-Hebei region,this paper constructed the evaluation index system,measured the equalization status of each index by using the tyre index method,and observed the development trend of the equalization status of each index.The entropy weight TOPSIS method was used to comprehensively evaluate the basic medical and health service level of 13 cities in the Beijing-Tianjin-Hebei region,and the weak areas were found.The main research conclusions of this paper are as follows: First,the basic medical and health services in the Beijing-Tianjin-Hebei region show a good development trend,but the differences among different cities exist objectively;Second,the regional gap in basic medical and health services has gradually narrowed,and the equalization has become better.Third,the regional differences are the main source of the overall differences,among which the overall level of the southern region is the weakest.Fourth,the gap in medical and health resources is the main reason for the inequality of basic medical and health services in the whole region,among which the gap in financial and human resources is the most obvious.Finally,combined with the actual situation of development,this paper puts forward countermeasures and Suggestions for the realization of the equalization of basic medical and health services in the Beijing-Tianjin-Hebei region. |
