Research On The Equalization Of Basic Medical Services Under The Background Of Beijing-Tianjin-Hebei Coordinated Development

In this paper,the equalization of basic medical and health services in Beijing,Tianjin and Hebei is selected as the research topic.The research methods of literature research,quantitative analysis and comparative analysis are used to start with the analysis of the current allocation and utilization of basic medical and health services in Beijing,Tianjin,and Hebei.The entropy method and the Theil index method are used to measure and analyze the equalization level of basic medical and health services and the evolution trend of the difference in equalization of basic medical and health services between and within the Beijing-Tianjin-Hebei region.Through quantitative research,the following conclusions are obtained: First,there is a gap in the level of equalization between Beijing,Tianjin and Hebei.Beijing has a relatively high level of equalization,followed by Hebei,and Tianjin has a relatively low level of equalization;Second,the level of equalization of basic medical and health services in BeijingTianjin-Hebei has gradually increased,and the differences in the equalization of financial,material,and human resource allocations in Beijing-Tianjin-Hebei have narrowed;Thirdly,the contradiction of non-equalization between or within the Beijing-Tianjin-Hebei region remains prominent;Fourth,the allocation of physical resources and human resources are the key factors affecting the level of equalization.Based on the analysis of the cause of the equalization problem,the countermeasures to improve the level of equalization of basic medical and health services in Beijing,Tianjin,and Hebei are further proposed:First,improve the top-level design and clarify the functional positioning of the development of equalization in Beijing,Tianjin,and Hebei;Second,to improve the coordination of the government’s financial investment in health care in the three places;Third,we must defuse high-quality medical and health resources and bridge the gap in medical services;Fourth,to effectively "sink" human resources;Fifth,build a Beijing-TianjinHebei medical consortium to improve service utilization efficiency.This research is helpful to promote the reform of the medical and health services in the Beijing-Tianjin-Hebei region.In the allocation and utilization of basic medical and health services resources in the three places,rationally optimize the incremental investment,revitalize the resource stock,maximize the effectiveness of medical and financial investment,and promote basic Co-construction and sharing of medical and health services,and strive to form a new pattern of coordinated development of Beijing-Tianjin-Hebei with the same goals,integrated measures,complementary advantages,and mutual benefit.
