The Evaluation On Equitable Distribution Of Xi’an Health Service Facilities

Public health services are an important part of urban public health resources base,which set the standard for the level of planning, spatial distribution is reasonable or not, directly affect the quality of life in urban medical services and residents. However, medical treatment is difficult and expensive problems deepened between urban, rural-urban distribution of resources between medical facilities imbalances are also common. Thus, the spatial layout of the public health service facilities gradually attracted the attention of scholars, and gradually become a hot topic in the field of urban public services.In this paper, the public health care facilities in Xi’an as the starting point, the spatial distribution of urban public services empirical analysis. By analyzing the status of public health services in Xi’an( Xi’an, including aspects of public health services resource supply, medical and other public service facilities allocation factors) to determine urban health public service facilities is valid,and the use of Arc GIS10.2 spatial data management, spatial analysis, from both the perspective of six districts of the city of Xi’an comprehensive medical institutions and spatial distribution of medical resources specialist and reachability status were studied : one is from the medical services point of view, to divide the service area of medical institutions, the study of health service resources Xi’an spatial distribution; the other is from the citizen ’s point of view, to calculate the distance from the nearest medical doctor and the shortest distance to the street as a unit each street ’s residents get the ease of medical resources, to evaluate the spatial distribution and accessibility of health care resources in Xi’an.On this basis, public service facilities in Xi’an Medical questionnaire analysis to explore public service community health resource availability levels, from the level found in the availability of public services that exist in real space structure deprivation and social injustice. And propose appropriate measures to improve the spatial layout, in order to plan for a reasonable medical, medical treatment of patients choose to provide basis for decision making.The study found both from the distribution of medical resources, medical opportunity, or a doctor ’s degree from the aspects of convenience, the injustice of the situation in Xi’an medical services exist at the regional scale,the spatial distribution is relatively uneven. Lian hu, Bei lin, Yan ta, Xin cheng and the distribution of more intensive medical institutions, medical institutions that urban centers distributed around the city is relatively dense, urban hospitals and no consistent spatial layout and urban development, there has been jumping space.We should build on the scale of the development of high quality high level comprehensive hospital; improve the medical insurance policy, merging and diverging, encourage cooperative medical; improve transit system construction and urban levels of the road network, traffic grooming, building roads. Improve the service level of the medical facilities in Xi’an city as a whole.
