With the gradually opening of medical market, the marketization of public hospital management the competition in the healthcare is increasingly fierce. A hospital as a small private hospital, how to arouse the medical staffs’ work enthusiasm, implement A hospital’s development strategy, promote the development of A hospital’s departments, enhance the comprehensive strength of A hospital and improve people’s life and health security, has become A hospital’s urgent problem. Performance appraisal, as one of the important link of human resource management, is the effective means to solve these problems.Obstetrics is a feature department in A hospital and it is also the key departments in it. The performance appraisal result about Obstetrics will directly affect the overall performance of A hospital and its strategic development. In recent years, though A hospital’s Obstetrics has set performance indicators to appraisal the medical staffs’ work performance, but to little effect, Obstetrics’ s performance, the management level of A hospital and the patients satisfaction were not improved significantly. So, optimization and reform Obstetrics’ s performance appraisal scheme is the best way for A hospital’s development.Based on performance management theory, incentive theory as the instruction, using questionnaire survey method, this paper analyzed the current problems about A hospital Obstetrics’ s maternity performance evaluation scheme and points out the reason of these problems. Then, the paper designs a new performance appraisal scheme for Obstetrics to meet the need of A hospital’s development. By optimizing the effect of new performance appraisal scheme, the paper also put forward to some opinions and suggestions to promote A hospital’s development. The purpose of this thesis is to redesign the performance evaluation system which is fit for the requirements of A hospital. Mainly focus on these aspects. The first one is to choose the performance evaluation method. To establish a KPI performance evaluation system based on BSC to fit the development of the hospital. The second is to set the performance evaluation index. To design a reasonable individual performance evaluation index based on the strategy of the enterprise. The third one is to optimize all the procedures in the whole system such as the communication and feedback process.This study will not only hope to activate A hospital’s incentives, improve its management efficiency and promote its own rapid development but also can provide theoretical basis and practical reference for other developing hospitals.
