With the social development and economic increase, the public and patients put up with more request to the level of medical and the grade of nursing service. Nursing human resource management will face mounting pressure. The issues have been outstanding in the management of nursing, such as high demission rate, inefficient allocation, insufficient training, unsoundness of incentive mechanism, imperfect performance management and so on. For now, it is a primary task that how to improve the nursing human resource management, reduce turnover, ensure nurses productivity. In view of the problems in nursing human resource management, the nursing human resource management learns the performance, the public service concept, the value output about the new public management. The problems in nursing management will be resolved effectively.Firstly, it was described and analyzes about new public management and nursing human resource management by literature research and system analysis. On the basis of this, the key to solve the problem is to enhance nursing human resource management level. For many problems exist in nursing human resource management, it is presented that new public management is introduced to nursing human resource management. It will improve work efficiency and enrich the theory of nursing human resource management. The research has theoretic and practical significance.Secondly, this paper analyzes the status quo of the nursing human resource management of Wuhan junior hospitals and sums up the problems and reasons that exist. In general, four questions exist in nursing human resource management. First, the nursing human resource management system lag behind a lot right now, and management forms are unitary. Second, it is understaffed and defective in dynamic adjustment. Third, the inspiration mechanism is imperfect, and the salary allotment is unfair. Fourth, the hospital training system is imperfect and ignores individual’s need. If the hospitals ignore the above problems, the level of the nursing development will be affected.Finally, in view of existing problems, and combined with the actual, the introduction of new public management related concept, the paper raises some specific suggestions to improve the level of nursing human resource management. First, the paper renovated of modern human resource management and introduced of "people-oriented" concept and perfected rules and regulations. Second, competition mechanism should be perfected, and justice and fairness should be followed. Third, the training system should be perfected, and performance management should be paid more attention. Fourth, dynamic allocation of works should be realized, and the information construction should be promoted. The author believes that, with study of new public management, its management concept is introduced into the nursing human resource management. The problems in nursing human resource management were improved. It will be have a great role promoting the quality of the nursing staff and management level.
