Public hospital as the state institutions, itself with the nature of public service, is related to people’s health and social stability and unity; the medical staff as a high-quality, highly educated professionals, has strong development needs of their own. These factors have determined the complexity, and the public hospital human resources management work is also a long-term and systematic task. According to the actual strategic objectives and development of hospital, the establishment of specialized, standardized, the refinement of the management system of human resources, development and utilization of effective human resources, become an important topic in the development of public hospital reform.This paper describes the human resource management theory generation, development and personnel management of public hospitals in China’s development process, theoretical model and management principle, the function and task of the current human resource management in public hospitals. The J Center Hospital as an example, the theory of human resource management practice and hospital management combination, using the SWOT analytic method to the hospital’s internal and external environment, advantages, disadvantages and problems existing in the human resources management is analyzed, from the formulation, strategic planning to promote the management of post setting, strengthen training and education, use of compensation incentive mechanism, carry out the performance evaluation, good culture construction and put forward the comparatively concrete optimal allocation of human resources management strategy in six aspects. To explore the establishment of public hospital reform to adapt to the current and future development of modern human resource management theory and methods is needed to provide a certain reference.With the development of medical and health system reform in our country deepening, the public hospital needs to face the increasingly fierce competition in the medical market. According to the requirement of hospital development strategy, training and the introduction of the required high level personnel, reasonable development and use of existing talent, is the key to each of the ups and downs of the hospital. Only by giving full play to the enthusiasm of the staff, initiative, creativity, establish to adapt to market economy mechanism of the human resource management, optimize the allocation of human resource, in order to improve the comprehensive performance management, enhance the core competitiveness of the hospital real.
