At this stage, the medical dispute has become an important issue affecting the normal medical order and the harmonious society. As the medical disputes intensified, resulting in the medical staff working pressure and psychological surge, and thus the medical risk gradually increased. Because of the multiple and non- expected medical disputes, the interests of both doctors and patients can be hurt by different degrees, which seriously affect the post enthusiasm of medical workers and hinder the development of medical science. Because of the formation of medical disputes, the formation of factors is more complex, the form of expression is different, so many problems appear in the dispute settlement, and has become the focus of social stability and harmony. Since1990 s, the Central Committee of the Communist Party of China and the Sate Council carried out a series of policies of medical system reform to improve people’s medical conditions and alleviate their economic burden and it did achieve some results. Unfortunately, the medical dispute hasn’t been changed radically.This paper to Chengdu "3.31 doctor-patient dispute " as a basic model, according to the government of Chengdu in the event early warning mechanism to start, public opinion guiding mechanism, comprehensive coordination and management mechanism analysis etc. To analyze on the advantage of the disposal item one by one as well as put forward the disposal mode of the doctor-patient dispute inspiration. In the paper, the author will use the literature research method, interview method, data analysis method, comparative study method, through the study of Chengdu "3.31 doctor-patient disputes", puts forward the existing management system of medical doctor-patient relationship problems and deficiencies, and to analyze the case from the perspective of the government’s disposal,this pattern has changed in the past, to the hospital as the research subject to the limitations of medical disputes, but at the angle of government re positioning and combing the doctor-patient disputes, put forward the "nip in the bud, the emergency and necessity" medical dispute disposal concept, combined with public opinion control, doctor-patient relationship, construction of medical knowledge science other measures to reduce the probability of occurrence of medical disputes, combining sociology, public management, behavioral science, psychology, communication and other multi-disciplinary research results, The aim is to provide a more effective way to deal with the disputes between doctors and patients.
