The Ancient Silk Road provides the Silk Road Economic Belt with cultural symbol and conceptual foundation. The Silk Road Economic Belt is a contemporary new economic development zone that established by all countries along the way, it has a wealth of strategic significance.And the Silk Road Economic Belt not only has great effects in balancing the domestic economic and social development, expanding the national strategic development space, but also has great significance innovating regional cooperation model, realizing the transformation and upgrading of China’s neighboring diplomacy.On the one hand, the Silk Road Economic Belt provides power for benign development of the Shanghai Cooperation Organization(SCO).Its cooperation potential is helpful for integrating the interests demand of member states, and then enhancing cohesiveness and competitiveness of the organization. On the other hand, based on the perfect harmony of “the Spirits of Shanghai” and“the Spirit of the Silk Road”, the SCO with its own regional cooperation achievements and experiences, lays the foundations for promoting the Silk Road Economic Belt, including political safety guarantee and regional economic cooperation platform.This text thinks that there are three important pillars in constructing the Silk Road Economic Belt, those are security, economy and humanity. The SCO exactly just has mechanism arranged in these three aspects. So the SCO need to further promote the strategic coordination between members especially China and Russia, increase regional public goods supply, promote organizational identification, in order that The SCO can play a better role in regional governance in Central Asia, and deeply participate in the constructing the Silk Road Economic Belt.
