Performance appraisal in the modern human resource management is becomingincreasingly important in the position. In government agencies, with the managementphilosophy of updates, the traditional concept of personnel work being modern humanresources management concept replaced, civil performance appraisal concept iscontinually upgrading, meanwhile, the performance appraisal is also gaining theattention of leaders at all levels. Establishing a market economy and publicadministration trends performance appraisal system for civil servants, has become thegovernment and theorists discuss an important issue. Civil service performanceevaluation, is to assess civil work performance as the goal, by building a scientific andrational performance evaluation index system for civil servants, using modernadvanced assessment methods work performance of civil servants to conduct acomprehensive and accurate assessment evaluation. Implementation of the civilservice performance appraisal system, not only to enhance the performance of civilservants of great benefit, but also for building service-oriented government has animportant positive significance.This article use Xiqing District X Bureau for the study, using literature studies,comparative studies and other methods, performance appraisal system for civilservants for the council empirical research. The article first describes the topics of thebackground and significance,Contents,methods of the study, performance appraisalinvolves the concepts, characteristics and methods of the theory of the Introduction;Then focus on performance evaluation of the X Bureau Civil status were introduced,analytical and problem research, found the following problems: lack of scientificassessment indicators, assessment methods is difficult to distinguish the pros and cons,usually implemented appraisal system enough, examination results play a role is notobvious; Finally, other areas of foreign and assessment of related practices of research,improved evaluation system of many inspirations, combined with advanced conceptsand methods of assessment, proposes targeted improvements X Bureau Civil ServicePerformance Assessment Suggestions: application360-degree assessment model fordetermining a plurality of evaluation subjects assessment body, application Delphiexpert survey method to determine the common index system, application of Analytic Hierarchy Process (AHP) to determine weights of common indicators, developstandardized business process assessment indicators, improve the assessment resultsusing mechanisms.
