The paper begins with prolonged touch and investigation on the "new poor" group in Zhengzhou City. After thought of questions that including college graduates can not gain a foothold in the city, why not guaranteed and single mothers become the "new poor" group, who can understand, the reason of the "new poor" groups been subsistence allowances, public rental housing and medical assistance is institutional lag is put forward. Therefore, the concept of the "new poor" group got a new development, and the concept of institutional lag got a new conclusion. The paper probes into whether it is necessary that the "new poor" groups need subsistence allowances, public rental housing and medical assistance in the case of rejected by assistance system, and what is their needs structure.The paper uses a combination of quantitative and qualitative methods, uses frequency to analyze data in the data analysis phase, and analysis data through single choice crosstabs, multiple choice crosstabs, plus the corresponding chi-square test for the need. As the theoretical perspective of this paper, institutional lag’s application in the study of social assistance was first proposed by scholar Zhou Li-min in her study on the formation of the "new poor" population and reform of social assistance policy, and specific concept was summarized and changed on the base of scholar Xin Qiu-shui’s system lag concept.Composition of the paper unfolded from subsistence allowances, public rental housing and medical assistance three aspects. Each aspect did analysis from institutional lag’s rejection of the "new poor" population, demands for assistance of the "new poor" group and policy suggestion. For aspect of subsistence allowances, subsistence allowance system excluded the "new poor" population from the set of living lines, objects and application conditions, while demands for subsistence allowance of them achieved39%which was concentrated in the workless group. For aspect of public rental housing, public rental housing policies excluded the "new poor" group from the release of strategy, payment of social security and age limit, while demands for public rental housing achieved90%which was concentrated in workless or instability, low-income and nonlocal census register groups. For aspect of medical assistance, medical assistance system excluded the "new poor" group from objects, policy advocacy and assistance level, while demands for medical assistance achieved90%which was concentrated in workless and the second generation of rural migrants groups.The paper discussed the "new poor" group on the whole, and integrated each groups into a level which needed social assistance at the first time. It was also a study that firstly aimed at the "new poor" group in Zheng zhou. The reform of public rental housing in Zheng zhou was the first example of the reform of "three rooms into one" nationwide. However, should the government offer subsistence allowances, public rental housing and medical assistance to the "new poor" group? What if government offered? These questions need a follow-up study.
