Research Of Urban Minimum Subsistence Allowances Work Of Ordos

As the important part of the social security system,urban minimum subsistence allowances system plays a significant role.Recent years,with urban minimum subsistence allowances of Ordos developing,the standard of subsistence increasing,and the related assistance measures improving,the urban minimum subsistence allowances system not only subsist the basic livelihood and the requirement of urban difficulty resident,but also play a part in promoting of economic development and maintaining of social stability.But at the same time,the urban minimum subsistence allowances work of Ordos also faces some contradictions and some problems need to be solved which affect and hinder the healthy and orderly development of the urban minimum subsistence allowances.The 19 th CPC National Congress report puts forward that we should adhere to the people as the center,adhere to safeguard and improve people's livelihood in development,improve the well-being of the people,and make the people have more sense of acquisition in the development of co-construction and sharing.Therefore,only we analyze deeply and explore actively of the urban minimum subsistence allowances,we can deal with the new problems and solve the new problems effectively,so we can realize the scientific,institutionalized and sustainable development of urban minimum subsistence allowances.This paper is mainly composed of four parts.The first part mainly focuses on the background,significance,overseas and domestic status,ideas,framework and methods of the research.The second part mainly defines and explains the related concepts of the urban minimum subsistence allowances system,generalizes the process of application,verifying,approval and exit of the urban minimum subsistence allowances system,and also emphasizes the necessity and urgency of the research.The third part mainly explores the current situation of implementation,existing problems and the causes.With the rapid development of economy and deepening of the reform processing,the implementation process of urban minimum subsistence allowances has exposed more and more problems,such as the work strength of basic level is insufficient and the efficiency of operation is not high,the deceiving behavior of the insured people loaded the financial burden,the exit problem of the insured people who rely on the urban minimum subsistence allowances,the defect of the urban minimum subsistence allowances system design,the effect of employment training and policy support which pull people out of poverty is not obvious and so on.These problems restrict the operation of urban minimum subsistence allowances normally and effectively,waste the government finance resources and impact the achievement of social fairness and social justice.Therefore,it will play a positive part in improvement and development of urban minimum subsistence allowances even social assistance system,with the analysis and exploration of urban minimum subsistence allowances improvement.The fourth part explores actively the pertinent and operable countermeasures and suggestions which conformed to the development of urban minimum subsistence allowances in Ordos,combined with the theory and practice of the social assistance system in the domestic advanced areas and the western developed countries,such as all the government departments should enhance the understanding to carry out the policy of the,strengthen the supervision and management of the urban minimum subsistence allowances work operation and enact the laws and regulations,adjust the scope of special assistance appropriately and carry out the diversified assistance,improve the design of the urban minimum subsistence allowances system and improve the effect of assistance,carry out the developing assistance and improve the employment level of the insured people and so on.
