An objective assessment of the effect was made by analyzing the survey results and field interviews. It Both affirmed the good effect of the movement of the system and also raised the negative effects arising from the operation.And explain the reason for the problems that exist.Chapter four, the countermeasures to improving urban subsistence allowances in Liaoning Province. Combining the reality of liaoning province,from increasing the protection level to ensure the implementation of the policy,and to encourage the employment of poverty, the promotion of the province experience and some other aspects of the operation to improve the effectiveness of countermeasures.The fifth chapter studies the conclusion of the whole research,and the existence of deficiencies are described in the paper.The main purpose of this paper is to understand the implementation of urban subsistence allowances. Especially to understand the actual implementation of the system from the perspective of low object, and provide the basis to improve goals and direction of the city subsistence system; Thus adapt the subsistence system to economic and social development in Liaoning Province, connect it to other social security systems,and provide a referance t to fully protect the basic livelihood of the poor masses.
