Jiaxing City Strengthening The "Club" Building Promote The Autonomy Of The Social Problems And Countermeasures

With the development of reform and opening-up and the socialist market economy,the traditional mode of social management led by the government is facing new challenges,such as interests main body diversification, social structure stratification, value identitypluralism and more frequent social conflicts, because of the social transformation. Thisrequires the government to further improve the social governance mode in the society,strengthen the management model led by the government, at the same time, pay moreattention to the important role of community, social organizations and social workers,promote the connection and interaction of the government management and socialautonomy. At present, in-depth study and exploration of the construction of community,social organization and social worker team has important practical significance onpromoting social management and service, speeding up the city construction, and buildingmaterial rich spirit rich in new Jiaxing.In order to improve the policy system, highlight the bright characteristics, improvethe system and mechanism, to create a good atmosphere, the Jiaxing city efforts tostrengthen the organization and leadership, pay attention to innovation, promote thefunction development, focus on brand building, and make the social more solid,harmonious and activity. However, Jiaxing still has some shortcomings in the community,social organization and social worker team construction. Looking at the experience andcurrent situation at home and abroad, the city of Jiaxing needs to further increase thegovernment’s social construction efforts, pay more attention to the role ofnongovernmental organizations in social development, improve the efficiency of the socialmanagement and public service quality, and establish and improve the comprehensivesocial system construction to strengthen the community, social organization and socialworker team construction.Based on the analysis of current situation, referring to the experiences home andabroad, on the basis of the civil society theory, new public management theory and newpublic service theory, the Jiaxing city can strengthen the community, social organizationand social worker team construction, and promote the social autonomy through thefollowing four measures. First, implement the multidimensional cooperative organizationgrowth strategy, social operation strategy, diversification development strategy, projectsupport strategy and professional oriented strategy. Second, construct the community governance system. Straighten out the relationship, to promote the orderly communityinhabitant autonomy; multi-prong to further reduce the burden of community work;strengthen the investment, to further improve the community working conditions; improvefunction, to promote the level of community service; strengthen the building, to promotethe construction of "harmonious community". Third, construct the social organizationdevelopment system. Strengthen cooperation, create a broad stage, to encourage socialorganizations; increase policy support, enhance intrinsic motivation, to subsidize thedevelopment of social organizations; strengthen the scientific planning, optimize thelayout structure, to guide social organization to develop orderly; reform the registrationsystem, reduce the access threshold, to foster and promote the development of grass-rootssocial organizations; improve service and management, build service platform, to hatchand guarantee the development of social organizations. Fourth, construct the social workerteam construction propulsion system. Make the set of social work more reasonable,strengthen the social worker team construction, actively carry out experiment of socialwork setting and purchasing social work service, establish social workers and volunteers’linkage mechanism, and strive to create a good environment of social development.
