Research On The Optimization Of "The Interaction Among The Community,social Organization And Social Work Team" In The Community Home Care

Recently,the problem of aging population is significantly increased in china.Family pension model and institutional pension model could not meet the pluralistic,diversified and personalized demand of the urban elderly people.It is the right time for the community home-based pension model.And at the same time,there is an imbalance between the supply and demand of community home-based elderly care services,it need further exploration and solution.In recent years,the innovative mode of community governance "Three social interaction "(the interaction among the community,social organization and social work team)has been introduced into community home-based pension model.Through various social forces,provide diversified and personalized elderly care services for the elderly,so as to speed up the construction of community home-based elderly care services."Three social interaction" operation mechanism is a complex of multiple interactive relationships in community home-based elderly care service.This complex is a framework model of mutual assistance and cooperation of supply resources,which is determined by the demand for pension services and involves multiple supply subjects.According to the perspective of welfare pluralism theory,the supply subject of community home-based elderly care service can not completely rely on the onlychannel provided by the government.We must encourage the pluralistic subjects to participate together,such as pension institutions,social organizations,social workers,volunteers,etc.Therefore,this paper takes the supply and demand of community home-based elderly care service as the research object,regards "Three social interaction " operation mechanism as research perspective,through literature analysis,questionnaire and on-the-spot interview,this paper analyzes the case of F District in Shanghai,and deeply understands and grasps the supply and demand of community home-based elderly care services.According to the supply and demand of community home-based elderly care services,discussion on the supplier of services,and then to find out the problems in the service supply of "Three social interaction " from the shortage and contradiction of supply and demand,finally realize the purpose of optimizing the mode of "Three social interaction".This paper is divided into five parts.The introduction introduces the background,significance,and domestic international research review and research methods of the thesis.The first chapter defines the key concepts and sorts out the relevant theories.The second chapter,taking f district as an example,through the theory of demand hierarchy,this paper analyzes and studies the actual needs in life care,medical care and spiritual consolation also multi-agent supply of the elderly in the community home-based care.The third chapter based on the theory of multi-center governance,we studies the shortcomings and reasons of "Three social interaction" in community home-based pension,which are mainly the mismatch of supply and demand structure,"Three social interaction" main body service supply becomes formality,"Three social interaction" supply mode fragmentation,and the main reasons are the lack of demand orientation of service supply,"Three social interaction" main body function is not in place,the imperfect mechanism of "Three social interaction".In the fourth chapter,the author puts forward countermeasures to optimize the "Three social interaction" model in the community home-based elderly care service.First,we need to strengthen the service concept of "demand-oriented" in "Three social interaction".The author believes that in addition to meeting the internal needs of the elderly,we should also pay attention to the self-development needs of the " Three social interaction ",onlyinternal and external training can really lay a solid foundation for community home-based elderly care services and achieve a balance between supply and demand.Second,only by further giving play to the leading role of the government in the field of social welfare,highlighting the role of community platform,strengthening the construction of social organization capacity,and improving the work level of social workers,can we truly guarantee the healthy development of community home-based elderly care services.Third,we need to improve the operation mechanism of " Three social interaction ",establish and improve the division and cooperation mechanism,information sharing mechanism and supervision and evaluation mechanism of " Three social interaction ",and ensure the internal connection and effective operation of "Three social interaction " with the system.
