On Equity Of The Social Security System With Chinese Characteristics

The goal of the social security system is to pursuit the maximum equity, the aim of whichis to realize the equity of all the society. In order to achieve the goal, completing andperfecting the social security system is beneficial to promote the harmonious coexistenceamong the social members, which is also the important guarantee of promoting equity.However, currently, Chinese social security system is not perfect, which can not make itsfunction of maintaining the equity of the whole society give full play. So it is really necessaryfor us to speed up the construction of the social security system through expanding thecoverage, optimizing institutional structure, improving the overall level and the levels of lawmaking based on the promotion of equity. Making great efforts to establish the equitablesocial security system that covers both urban and rural residents to make all people share thesuccessful fruits of the reform and development. The precondition and the highest calling ofcompleting and perfecting the social security system is to insist on equity, So given thesecircumstances, there are some problems existing in Chinese social security system, such asunbalanced developing security system between the urban and rural areas, the laggingdevelopment of rural security system, the lack of the necessary social security among manyvulnerable groups, meanwhile there is a big gap of the social security level among thevarious regions, etc. Consequently, it’s necessary to reform and perfect the social securitysystem as quickly as possible, and optimize and improve the social security managementsystem based on the insist on equity. From the perspective of the medical insurance andpension insurance, and further improve the level of other social insurance and welfare, enlargethe coverage of social security, establish a equitable social security system with Chinesecharacteristics.The thesis is divided into four parts. The first part Summarizes the basic content ofequity and theoretical basis, expounds the definition and characteristics of equity, andenumerates the thought about equity from Marxist classical writers,and the inheritance anddevelopment of Marxist equity thought from the leadership of the communist party of China,in the first place define what is fair. The second part discusses the basic principles of the social security system with Chinese characteristics and the main function, clarify themeaning of the social security system for social development and the connection between thesocial security system and equity. The third part analyzes the equity problems in the currentsocial security system, and analyzes the reason of the equity problems, it is mainly due to theimbalance coverage of the social security, and the incomplete management system of thesocial security, the unsound social security legal system and the limited functions of thegovernment in social security. The fourth part discuss how to build the social security systemwith Chinese characteristics that regards equity as the main body, further expounds the way toconstruct the social security system with Chinese characteristics that regards equity as themain body, build this kind of social security system, promoting the equity of the whole society,make all the people’s real benefits can be guaranteed.
