Study On The Emergency Management System In Shandong Province

China, as one of the countries that have the highest frequency and variety ofcalamity in the world, there are many problems in emergency management. For instance, emergency management theory is immature, and foundation is weak, structure, mechanism and legal system is not improved. Emergency management often lags behind the demands of unexpected events.Therefore, the emergency management system construction is a key work in the current government, the construction of Shandong province’s emergency management system of "one case, three systems (emergency plan, emergency work system, mechanism and legal)" work is accelerating. With the development of the province’s emergency planning work is completed, Shandong province emergency system take shape; the office of the provincial government has specially set up the office of emergency management, perform emergency duty, information collection and comprehensive coordination responsibilities, municipalities, county government also set up emergency management agencies; in 2012, regulations to deal with sudden incidents in Shandong province by the National People’s Congress Standing Committee review.These marks the work of the construction of emergency management system in Shandong province has gradually entered into a standardized,institutionalized track. This thesis is committed to do some exploratory studies on the emergency system construction of the emergency in Shandong Province. The author hopes that the study of and countermeasures for the existing practice of emergency management system in Shandong province problems can promote development of emergency management work in Shandong province progress.In order to give qualitative analysis on emergency management about unexpected events of Shandong, this thesis uses a field survey, interviews and literature method to get some in—depth understandings on it.The thesis objectively analyzes emergency management about unexpected events of Shandong.The thesis sums up its achievements, at the same time, it totally analyzes problems and reasons that exist. And for the problem,it put forward the basic countermeasures to perfect the emergency system of sudden incidents in Shandong province.This paper holds that the emergency system construction about unexpected events of Shandong should be improved in the following aspects:set up the emergency management center; construct the emergency regulations system; according to the actual situation of Shandong Province, improve the mechanism of emergency management mobilization.
