In recent years, some local governments gradually aware of the serious communication barriers between the government and the public, and actively seek countermeasures to solve the benign interaction between the government and the public. Against this backdrop, citizen hotline(government hotline, the mayor open line) came into being and developed rapidly, and become an important communication channel between the government and the public. How to enhance and improve the government response in citizen hotline, in order to realize the good interaction between the government and the public, to resolve the contradictions in the process of reform, is a focal point of this article.This thesis is written by the logical thought of putting forward problems-analyzing problems-solving problems, combining with theoretical research and empirical research, integrated application of literature analysis, field survey analysis, case analysis, comparative analysis and other research methods. This thesis is divided into five parts:The first part mainly introduces the background, significance, literature review, research framework and the train of thought. The second part is the theoretical research, making elaboration from the two aspects of citizen hotline and government response, and attending to absorb the relevant achievements of other researchers, to provide the starting point for the following analysis and summary of the status. This part makes an organic combination of citizen hotline and government response, and puts forward the concept and feature of the citizen hotline response and the responsiveness, and elaborates the function and responsibility of citizen hotline from a theoretical point of view.The third part analyses the present situation of the citizen hotline government response of Dezhou city. Firstly, we introduce the status from the aspects of working system and operating process of Dezhou citizen hotline, secondly, we see the citizen hotline government response as a process, and analyze the dynamic process of the government response from the three steps of citizen demand expression, government response, citizen feedback, thirdly, we analyze the government responsiveness of citizen hotline of Dezhou city from the three aspects of response efficiency, response degree, response quality. The fourth part puts forward the existing problems and reasons of Dezhou citizen hotline government response by the comparative data analysis and case analysis. The fifth part is divided into three aspects, we put forward some suggestions to improve Dezhou citizen hotline government response from rational cognition, perfecting path and supporting measures. Perfecting path particularly include enhancing response efficiency, strengthening reponse degree and improving response quality; and the supporting measures include encouraging the citizen participation, enhancing training efforts, strengthening government public information.The highlight of this article is the combination of citizen hotline and the responsiveness research, putting forward the concept and characteristic of citizen hotline government response and the responsiveness, and regard the Dezhou citizen hotline government response as a dynamic process to study, providing theory reference to enhance the government response capability and practical role to enhance the management of citizen hotline and to improve the rule of government response for Dezhou city.
