Since the Korean Peninsula lies in complex political plates with different politics, military and values, the unique geographical location and historical evolution have increased its volatility, complexity and sensitivity of the Korean Peninsula situation. The issues on the Korean Peninsula are reflected in the nuclear issues and the problem of reunification of the South and the North. The emergence of the problem has both a historical reason, residual problem of the Cold War, realistic reason and other factors; in addition, it’s the intersection of interest and contraction for the countries in Northeast Asia and the US-DPRK relationship. Therefore, the solution to the problem of the peninsula has quite great difficulty and cannot be accomplished at one stroke. Parties concerned should have enough sober understanding of this point.The nuclear issue of North Korea is a microcosm of Northeast Asian security dilemma. Every time the crisis event not only made the security situation in Northeast Asia becoming tense and turbulent, but also vividly reappeared the fragile facts of security and political orders in the area. In view of the complexity of the Korean Peninsula issues, North Korea as one of the core parties of the problem and China and the United States as the key external influence on the Peninsula situation, the relationship of the three is complicated and perplexing. Any one of the changes in strategic choices in the related countries will have a significant impact on regional security situation. For the policy toward the DPRK, each act and move of the two countries, China and the US, which are of great interests and concerns on the regional affairs, is notable by all parties. This paper selected the elements of foreign policy as the theory basis, taking the basic position, main target, base point and important task of the policy toward Korea by the current Chinese and US governments with leaders of Xi Jinping and Obama respectively as the factual basis, through the analysis of common interests and differences presented in the Peninsula issue between China and US, and finally indicated that to realize the win-win cooperation in the policy toward Korea between China and US not only conforms to the fundamental interests of the two countries, but also is an important condition to maintain peace and stability as well as development and prosperity in Northeast Asia and the Asia-Pacific region.In order to achieve modernization, China needs a good external environment, including peaceful surrounding environment and relatively stable international environment. The creation of a favorable external environment cannot leave without the improvement of the relationship with the only superpower-- the US. In view of the rising Chinese role and the importance in dealing with the problems in Korean Peninsula, according to the priority ranking of their own interests, China should consider maintaining peace and stability of the peninsula, promoting Korean nuclear-free and strengthening influence on regional affairs as the main interests. Chinese diplomatic action was inevitably influenced by America, which is the traditional regional security dominant country. The Obama administration has consistently uphold the position of hostility toward Korea, relying on the US-Japan and US-ROK Alliance as the framework for multilateral forces support, taking means of military deterrence, diplomatic isolation, economic sanctions and other means to force North Korea to abandon the parallel line.China and the United States have broad common interests in maintaining stability on the Korean Peninsula, the realization of denuclearization, nuclear non-proliferation and the peaceful settlement of the DPRK nuclear issues, but there are still insurmountable differences shown in the pursuit of target priority and emphasis, the way of resolving the Korean nuclear issue, the attitude to the North Korean regime, and the division of responsibility, etc. It can be said, there are both the basis of mutual cooperation for the two countries of China and the US on the Korean Peninsula issues, and mutual competition, contest differences for their own interests. Both parties have common interests as well as a conflict. This is the structural contradiction between China of the rise and US of hegemony. China in the rising strives for greater impact in the distribution of world power while America in the decline strains every nerve to maintain the leadership position of the original and to prevent the rising China from forming challenges on its own vested interest, which will inevitably cause occurrence of conflicts of interests between the two.The practice of modem international relations proves that "cooperation will benefit both while fight will cause destruction to both sides". If the two countries strengthen cooperation and coordination in the Korean Peninsula issues, it can promote the situation of Korean Peninsula to develop towards peace, stability, denuclearization and even prosperous direction. On the contrary, if the interest friction between China and US aggravates and they fight each other, the Korean Peninsula may possibly emerge chaos which the two countries are not willing to see until the interests of the both countries may be damaged. Only the two countries fully understand their crossing point and coincident point, differences, situation changes and the consequences of the both sides in the Korean Peninsula interests, can they take active measures to change danger into safety, maintain and expand the common interests of both sides, and avoid competitive and negative damages to common interests. China and the United States forming a strategic cooperative relations on the Korean Peninsula issue not only conforms to the interests of both countries, but also contributes to the peace and stability as well as prosperity and development in Northeast Asia and even the Asia-Pacific region.
