Service-oriented government is the overall trend of the current administrative reformation around the world. Our country has always attached great importance to administrative reform, the requirements to build grassroots service-oriented government has already been described in detail in the seventeenth congress report. This paper intends to study through the modern country constructive theory put the task to build in a modern state-building vision, then find the main problem to build the grassroots service-oriented government in the rural areas, and to analyze the reasons, then finally solve the problem with specific measures one by one to achieve the conclusion that to build a satisfactory service-oriented government still has a long way to go.In the beginning of the paper, it will divided into four small points, first of all is a brief overview of the inter meaning of the construction and the path of modern China, then will describe the change of the governmental functions when building rural government. Also it will analyze the background of the service-oriented government concept and the practical needs. then an overview of rural grassroots service-oriented government content will be showed in order to better analyze the necessity of rural grassroots service-oriented government. In this paper it holds the idea that the construction of service-oriented government is the best way to solve the problem of the current Chinese grassroots administrative governance, and to further lay the theoretical foundation for the paper.The second part is a summary of the main problems which exist in the construction of rural grassroots service-oriented government. On the one hand is the asymmetry of public goods supply and demand, and there is a serious shortage of supply in rural infrastructure, the social security system is not perfect, but the phenomenon of unproductive excess supply of public goods still exist. These facts lead the development of service-oriented government very slow. On the other hand, there are also problems in public service functions. Insufficient funds, functions dislocation, institutional settings are unreasonable on the functions of government at the grassroots level of public services all lead the development “beyond their grasp”.The third part analyzes the main reasons of the main problems in the construction of rural grassroots service-oriented government. First, the imperfect rural administrative environment, this is the biggest problem the service-oriented government construction. Second, the township government lacks the necessary independence and autonomy, resulting in a huge grass-roots administrative pressure on the environment. Third, the public expression mechanism is not smooth, so that the masses can not express what they think and want freely. Fourth, as the taxation system reform goes deeper, the primary government financial shortage is an indisputable fact, but town’s tasks undertaken without a corresponding reduction in financial and personnel responsibilities seriously out of line. Fifth, grassroots lack the public consciousness, they do not want to serve the people, and afraid to serve the people, unmotivated to serve the people. This phenomenon exists everywhere.The fourth part will deliver the ways to solve the five main reasons mentioned above. From the improvement of relevant laws and regulations to effectively transform government functions, from smooth channels for the expression of public opinion to establish responsibilities in one fiscal system, then again to improve public service performance appraisal mechanisms, have carried out one by one to answer the final conclusion: building a service-oriented government, is the urgent desire of the masses; to build a service-oriented government is the only way of China’s political reform.
