Being in a grassroots level, civil servants not only face the public directly, but also are the communicators of guidelines and policies by the Party and the country. The good and bad teams of civil servants are concerned with the degree of implementation of guidelines and policies. "Upper thousands of bars, following a needle", as the core and backbone elements to make the decisions and implement the “last kilometer”, civil servants are the focus concerned by government of Party Committee of all levels. Higher levels of government to increase the civil servant ranks, but its career management is still in the exploratory stage. In practice, the organization and personal ignore to the township civil service career management, organizational goals and personal development seriously out of civil servants.The academic world has already had discussions and researches on the problem of the civil servant career administration, but the researches on the organization and civil servants two-way combination are few.There will be six parts in the paper. The first part is the introduction, it introduces the background and meaning of the topic, the research review at home and abroad, and the basic ideas and the innovation points. The second part elaborates the bidirectional binding and the related theory in career administration. In the third part, I have an empirical investigation on career administration in Yuyao, and statistics and analyse it. In the fourth part, I will analysis the problems and their causes of disjointed in the civil servant career administration. The fifth part is the experience and enlightenments from the western national civil service. It elaborates the civil servant career administration in the United States and the UK, and gets some enlightenment. And in the last part, it elaborates the realization of the bidirectional binding in the civil servant career administration. According to the problems, it has an elaboration in the system improvement of the organized career administration, the changes from itself to for itself in the personal career administration, and the organization and personal connection in the career administration.Based on the existing problems, with the help of the empirical investigations and literature, I will try to find the combination between organizations and individuals in the civil servant career administration, and combine the organization and personal career administrations in deed, so that to form an effective intercommunication mechanism, and to achieve the goal of win-win between the organizations and individuals.
