Executive Problem And Governance Study Of Basic-level Government In China

In 2003, the “Execution: The Discipline of Getting Things Done” is published in China, which is written by Larry Bossidy and Ram Charan. And the “Execution” is becoming the hot research spot for Chinese management scholars. At the same year, Premier Wen Jiabao pointed out: “build and perfect the administrative accountability system, improve the government’s execution and credibility”, in the work report. It marks the government execution building has been officially included in governance areas, and the research of execution extends from business circles to public management. In March 2011, in the “the key lies in execution”, Xi Jinping pointed out that: all of our achievements are coming from our action. Pay more attention on the execution is the key step. Without execution, event the best principles, policies, measure or great target will fall through. … the core of execution should lie on basic”. And the research emphasis of governmental executive ability is tilting towards basic government. From the 18 th party congress, Xi general secretary gave a serial of speech, unveiled many important files about “The eight paragraph”, support industry and thrift, against conspicuous consumption”, and educational practical activities of the Party’s Mass Line. All this measures cause intense echo in the whole country. When the strategy has been made, the most important thing is the execution. In the country’s administrative organization system, the basic level government likes the nerve ending of body. It directly faces the mass, operates the concrete decisions, and it’s the basic of the public trust and legitimacy of government’s administrative organization system. But, recently, some basic governments shows many bad phenomenon, such as not abiding by a ban, escape execution, distort execution, blindly execution, Selective-policy-implementation etc..At present, most researches about government execution is on the whole frame level, only few of them is according to basic level government, especially the township level government. In the study, most of them use common ways, such as literature analysis, comparative analysis and questionnaire analysis etc. Most are lack of empirical analysis and quantitative analysis. And most of the researches are based on principal-agent theory and collective action theory. Few of them are from the cheap government view.This paper can be generally divided into five parts. Part One is about the introduction and theoretical basis of the paper. In the introduction part, research background, objective, significance and methods, research status quo, innovation points and gaps both home and abroad. Good government governance theory, new public management theory, principal-agent theory and economical government theory are adopted as the theory basis and concepts related to the basic-level government executive capability are analyzed. Part Two is the empirical analysis. In this part, this paper empirically analyzes the problems existing in the basic-government executive capability, including attending to trifles and neglecting the essentials, departing from the original goal, launching vanity projects while deviating from the practical demands of the public, shirking responsibilities and disputing over trifles. Part Three is to analyze the reasons behind the insufficient basic-government executive capability in terms of policies, executive bodies, executive resources and executive environment. Part Four puts forward the practice approach. In this part, this paper mainly expounds on how to choose the reasonable and feasible profit integration model, provide a favorable environment for administration execution, establish a complete administration legal system, put in place a monitoring system featuring complete structure and improve relevant mechanisms. Part Five is the conclusions. In this part, this paper mainly briefly summarizes the research achievements and research prospects.
