Research On The Participation Mechanism Of Female Grass-roots Organizations In Government-Social Interaction

In 1995, the concept of ‘Non-government Organizations’ was introduced to China. From then on, women’s organizations started to develop and spread in China.Especially those female-dominated Grass-roots Organizations, which commit to promoting gender equality, improving family bonding and safeguarding the rights and interests of women and children, have become a great power of social governance. In the context of social governance innovation, Wuxi municipal government pushing forward the project of ‘Government-social Interaction’ has prepared a good social environment for those women’s organizations. But we must say, many problems exist in the participation mechanism of those women’s organizations.In this article, the background of the development of ‘Female Grass-roots Organizations ’, its implication and concrete characteristics will be introduced first.After some empirical study and individual cases interviews of Wuxi’s Female GRO,this article analyzes the predicament that Female GRO are facing, that is, barriers in operational relations, maldevelopment of organizations, lack of market competition and drawbacks in the design of system. In order to break through the awkward situation, a new participation mechanism of Female GRO should be constructed including mobilization, coordination, evaluation and restriction, safeguard andmotivation, to realize a deep participation in grassroots social governance and the virtuous interaction of Female GRO and government.
