The Development Of Smart Government Affair Under The View Of Political Communication In China

During a long time of social development and progress, the political communication plays an irreplaceable role in any types of politics. A good environment of political communication could form a good relationship between the government and the people as well as promote the development of political civilization. In the environment of new media, the feature of political communication changed, following by its replying change. The ‘smart government affair’as a way of political communication is the right solution appearing in this period.By the end of 2012, the national construction department announced ‘the first candidate list of smart cities’. The announcement is a beginning of the construction of smart city in China. With the development of economy and inflation of population size, the problems within the city became severer. The sustainable development is threatened by the haze everywhere, dangerous water pollution, exhaust of non-renewable resources and anxiety, etc. IBM corporation gave rise to the idea of ‘smart city’ in terms of the problem of modern cities. This concept is that through the incorporation of big data and cloud computation taking advantage of the information technology into city improvement, the city is aimed to become smart, green and harmonious community. Smart government affair is not only a vital direction of smart city construction but also a manifestation of political communication under modern society.Considering the importance of smart government affair, it is crucial to consider its existing problems and come up with strategies.Under the above provided realistic and theoretical background, this study dug into the political communication process named ‘smart government affair’, analyzed and compared some excellent smart government affair cases based on the development of new media technology and theory, using case study, comparative study and content analysis, etc. This study tried to answer the questions about the definition, state-of-the-art situations and the political communication attribute of smart government affair, and that how smart government affair promote the communication of the government and the people, as well as how to construct the political civilization of Chinese features socialism in China.This study consists of five chapters. The first chapter includes the social study background of smart government affair and political communication and clear definition of the political communication and smart government affair. The second chapter is literature review. The literature review serves as a firm footstone for this study to raise undressed questions and research method by searching China National Knowledge Infrastructure(CNKI) and the copy materials from People’s University as well as some other books and literatures. The third chapter summaries the general situation of the smart city and smart government affair starting from the smart city construction prospect to take a glimpse of the big picture. In addition, The the smart government affair initial experiences in Beijing, Shanghai, Nanjing, Changzhi and Yinchuan were summarized to discover the similarity and specificity. The forth chapter made a deep analysis on the attributes of smart government affair and political communication. The ‘smart government affair’ is considered as a process of political communication under the circumstance of new media. The communication impetus, functions and methods of smart government affair were investigated. The nature and meaning of smart government affair were understood. The fifth chapter is the discussion about the problems and countermeasures. The questions and problems under its development were understood, and the heading direction to put effort and the solutions were tried to propose through the analysis of materials about smart government affair experiences and the critique of related theories.Smart city and smart government have been emerged for awhile in China. The experience of some typical cases have been exported overseas after success. The smart government affair takes the advantage of the informationized and intelligentized tools, various service platforms, the broad coverage of population, the big data and the cloud computation as well as the absorbing of all the traditional communication methods. These advantages benefit the realization of its decision-making, supervision and permeation functions and the transition from the managerial government to service-oriented one. To encounter its restricted factors, this study suggests that the political trust should be enhanced, the impetus function of collectivism political culture should be reconsidered. The construction of the communicating city should be treated as a valuable way.
