After adopting opening policy in China, private colleges have developed very fast and have become new emerging forces in Chinese higher education. With the rapid development of our society, new circumstances and new tasks make a higher demand on private colleges’ management. The key and core of human resource management in private colleges are how to improve its teaching quality and efficiency, how to make its teaching staff excellent and how to train, manage and retain its teaching staff. A brand new position appointment reform brings fierce competition and challenges to private colleges. Thus, what becomes the priority in human resource management of private college is to instruct teaching team construction with modern management theory and to make teaching staff more professional. The performance appraisal is a key element in human resource management for teaching staff, so adopting advanced theory in human resource management to the management of teaching staff and establishing an applicable performance appraisal system are very important for the stable teaching team, effective teaching of private colleges.On the basis of studying many domestic and abroad documents about performance assessment system, the dissertation analyzes thoroughly a series of problems existing in appraisal system of teachers for teaching and scientific research in Cheng Dong College, such as unscientific assessing methods and indicators as well as lack of feedback to the appraisal result. Then the dissertation illustrates the main reasons for these problems----inadequate attention, unreasonable capital input and inefficient incentive measures. Next, focusing on these problems and following the principles of objectivity, authenticity, emphasis and SMART, the dissertation conceives an appraisal system of teachers for teaching and scientific research in Cheng Dong College, which is based on 360 degree performance appraisal method, combined by qualitative data and quantification and suitable to the real situation. On this basis, the dissertation constructs a systematic appraisal system for teachers of teaching and scientific research including ability, scientific research and teaching effect appraisal. At the same time, the safeguard measures are found on the aspect of appraisal result feedback and application, awareness, organization, stuff, system and expenditure, which are expected to better the college’s appraisal system, improve its teaching quality and speed its development.
