Combination the 《2001-2005 China Youth Science and technology popularization activities》、the 《Full time compulsory education science (7-9grades) curriculum standards (experimental draft)》 and the public oriented 《Standard of scientific literacy of Chinese citizens》. Set up scientific literacy measurement index system for junior middle school (grade 3)students in Zhengzhou City, the measurement index system of the scientific literacy of the three level four dimension ten factor twenty-eight knowledge point. Through reading the research topic about the measurement of junior middle school students’ scientific literacy, and discussions between colleagues, design of junior middle school students’ scientific literacy in Zhengzhou City, through qualitative and quantitative methods, the students’ scientific literacy level was analyzed.Based on the survey of the scientific literacy measurement system design,covers the scientific knowledge、the scientific methods and abilities、the relationship between science and society and the scientific spirit, more scientific, real and comprehensive showing the level of scientific literacy of students, this from the theory to improve the current Zhengzhou city junior high school students scientific literacy measurement theory, it provides theoretical support and basis for improving the level of scientific literacy of students in Zhengzhou, which has profound significance..Through the research of this paper, It can be found that examination oriented education has a great influence on students, students from the school to obtain the scientific knowledge led to the level of their scientific literacy, this ability was positively correlated with student achievement, three top middle school students is obviously better than that of ordinary high school students. And the source of students’ scientific knowledge is limited to the school teaching, not in a rich variety of science activities, read some popular science books, etc. Therefore students generally lack infer other things from one fact, independent thinking, question the scientific spirit and ability of innovation. And there are some deviations in the understanding of scientific experiment, lack of sufficient attention. Based on this result, this article calls for more attention to the formation process of scientific knowledge in the family, the society and all the educators, to provide more channels to promote the comprehensive development and improvement of the level of scientific literacy of junior high school students.
