This thesis work at the community information needs and requirements of the sustainable development of the community under the initiative. By analyzing the digital community of research and application to study the theory of digital community building and user needs. the proposed use of the C# language and ArcGIS Engine platform developed in VS2010 way to complete the system design. In a spatial database, non-spatial databases and information data base based on functional design, implementation, updating and maintenance of data, three-dimensional visualization two-dimensional data linkage and information query and statistical analysis functions. Among them, two three-dimensional linkage is a major feature of the design and highlights. Two three-dimensional linkage system design combined are comparing two-dimensional data in various application areas, three-dimensional data linkage study two-dimensional vector data and is based on the mapping between the three-dimensional scene on the basis of the principle, and proposes a unique identification of data combined with the coordinates of the linkage mechanism. The information query and statistical analysis functions is to consider community management and services for the design of practical value. the basic community management to complete digitization of the requirements of sustainable development.
