In China,the city as demographic and economic relatively concentrated area,is the region with the highest potential earthquake hazard.The main body of earthquake disaster prevention,response and mitigation is the city,thereby enhancing the measures of urban modern earthquake disaster prevention,especially strengthening the research of the earthquake disaster reduction information management system,is necessary for the long-term stable development of urban area.Earthquake damage assessment is essential to measure earthquake disaster damage degree,it refers to the investigation and evaluation of all types of engineering structures destruction,casualties and economic losses caused by the earthquake,and mainly means direct economic losses.This thesis attempts to use a wide range laid on urban roads,public places and structures internal video surveillance equipment captured image data,then through some robust image processing method,combining with computer vision technology,seismological,earthquake engineering and communications technology,aim ing to monitor engineering facilities.When earthquake occurs,it will provide real-time data processing results and feedback,so as to avoid the earthquake emergency command disordered,improving the efficiency of emergency.Firstly,the technical foundation of the new method,the computer image processing technology of video surveillance image was depicted in this thesis.Due to the combination of artificial visual interpretation and computer image classification,target motion characteristics and the corresponding parameters can be obtained.It is helpful to collect the earthquake damage information in the earthquake emergency and the earthquake resistance of the later construction design.Then,the author put more efforts in discussing the concrete scheme design of seismic damage assessment.The author designed two different kinds of rapid seismic damage assessment schemes,in which one is based on video surveillance earthquake damage index,the other is based on the video surveillance image classification.Finally,this paper analyzes the shortcomings of traditional technology in extracting earthquake damage information,and puts forward new methods in time.The thesis also did further analysis for the applicable earthquake strength of our new technical solution.Since the implementation of new technology largely depend on the stable communications support,so we also studied in the ordinary earthquake destruction characteristics of communication facilities.In what earthquake intensity they won't be destroyed,in what condition though they were destructed but still be able to provide the information exchange between the front earthquake disaster scene and rear command center.At last we obtained a preliminary conclusion--VIII ± II earthquake intensity degree.Thus,our new method is very reliable using in earthquake damage loss assessment and earthquake emergency work theoretically.In the final,we carried out an numerical model experiment of the Wenchuan Earthquake,and get some valuable data when we use the new method to assess its earthquake disaster loss situation in the early stage of the earthquake emergency work.This algorithm simplifies the pretreatme nt process of video monitoring data,by applying the prepared data and d igital interpolation method,we got some appropriate results,which is consistent with the real condition of Wenchuan Earthquake.After this,we can draw the preliminary conclusion that our new method is probably feasible in the real earthquake.
