In recent years, people noticed that the management of Agricultural Reclamation Domestic Waste is as important as Municipal Solid Waste Management. In addition, the issues related to Agricultural Reclamation Domestic Waste management cannot be ignored in order to promote the construction of “beautiful country” in its full swing. On the other hand, for the significant concern has been paid on construction of international tourism island in Hainan province, the development speed of the economic in the rural area has increased rapidly. However, environment problems such as dirty and disorder are very serious and the issues of waste transportation are considerable due to the effects of the extensive form of economic development and traditional life style in some rural areas in Hainan. With those problems, the further development of economic in rural areas is restricted while the construction of international tourism island is impeded. Therefore, exploring the conflicts in the management of Rural Domestic Waste transport of Agricultural Reclamation in Hainan is of a great importance.The paper will start with the description of the Graph Model of Conflict Resolution theory and modeling methods, and then the discuss the stability analysis under the Nash, GMR, SMR and SEQ balance, after that optimize the graph model in matrix form. Based on the status quo of Domestic Waste collection and transportation of Hainan Agricultural Reclamation, identified the decision makers——the local department and the Agricultural Reclamation department. Then build up the matrix form of GMCR for Domestic Waste collection and transportation of Hainan Agricultural Reclamation, and make stability analysis with the uncertain preference.The conclusions show that in the Agricultural Reclamation Domestic Waste collection and transportation conflicts, department of local government plays a leading role. Results from a comprehensive analysis of the stability of uncertainty preferences indicate that the solution to this conflict is that the local department and the Agricultural Reclamation department should cooperate with each other. Thus, they can build up appropriate Agricultural Reclamation Domestic Waste collection and transportation system which dominated by one party in local level in order to plan, collect, and transport Domestic Waste and construct waste treatment facilities in a unified way.
