This paper uses the method of logical framework to build the Qinghe river watershed water environment pollution reduction evaluation system and effect assessment. Using environmental impact factors to complete the construction of target tree, through the analysis of the logic level and vertical logical analysis clear characterization indexes, and the target tree into a logical framework matrix used for evaluation.uses the variation coefficient and correlation analysis to select the Qinghe river watershed water quality status, technical support, emission conditions, humanities mitigation measures, environmental construction, economy, management of seven aspects, such as public interest measures 16 indicators of Qinghe river watershed water environment pollution reduction effect evaluation index system. Using comprehensive evaluation method based on hierarchy-mean square error, the distance and so on a series of data processing of Qinghe river watershed in 2011~2013 the water environment pollution reduction effect of the change trend of evaluation, due to the method of logical framework change after the application of data processing results can be used to characterize technology produced by promoting effect, get the Qinghe river watershed in 2013 the water environment pollution reduction effect and the optimal degree reduction effect recently, its pollution reduction effect is best, followed by 2012, Qinghe river watershed water environment pollution reduction effect rising trend year by year. The research results for the comprehensive promotion and the Liaohe river watershed water environment management technology provides support.
