According to the principle of establishing the index system, and screening the related indicators from the management system and mechanism as well as management effectiveness and efficiency, a highly-targeted index system has been established. Applying the logical relation of "causes and effects" in the logical framework approach (LFA) and combining fuzzy comprehensive analysis method as well as the principal component analysis method, the timely and effective degree of the promotion and management effectiveness and efficiency to the adjustment of organizational structure and function integration of current management system was assessed contrastively since the water environment management technology has been carried out. The analysis results show that the implement of water environment management technology makes the management system and mechanism more reasonable and makes the effectiveness and efficiency more remarkable, which further strengthening the confidence of launching the water environment management technology.
