Research On Control Measurement Of Terror Risk For Oil Deposit Engineering

Terrorist attack is becoming more and more serious nowadays as economic and global situation changes rapidly.On the other hand, over the past several years, an increasing number of petroleum facilities were targeted by terrorists around the world because of its strategic importance. This thesis overviewed and combed on current situation in aspect of the risk management, the study of risk of terrorist attack and the risk management on anti-terrorist attack in petroleum and petrochemical industry.This thesis took XIAO TIAN WAN oil deposit project as an example to analyze and evaluate the risk of terrorist attack. Based on personal working experience, through collecting the risk management materials of security and anti-terrorism in international petroleum industry and field investigation method, the common potential threats of oil deposit were identified; expert method was used to get the threats of this project; the possibility of occurrence, the hazard consequence and the risk level was figured out by quantity calculation; vulnerability analysis method is applied to identify the weaknesses of security measures for this oil deposit; last, in terms of the exemplary practices of international security and the current criteria of security management, this thesis provides some reaction measures of terrorist risk to oil deposit project.This study is a good example in risk assessment of terrorist attack for the construction and operation of oil deposit; the response measures of anti-terrorist attack, mentioned in this thesis, provide strong technology support in strengthening and improving the ability of the comprehensive safety management of operation.
