With the rapid development of technology and economy, mobile phone industry is thriving. The increasing penetration and replacement rate of mobile has resulted in the increasing amount of waste mobile. Currently, most of waste cell phones were held and idle by consumers, only a small part were recycled and processed by peddlers or small workshops. Those waste phones would pollute environment heavily and endanger employees' health. Therefore, how to appropriately recycle and process the waste mobile phone has attracted increasing attention.Firstly, problems in waste mobile phones recycling in China were combed and analyzed. The issues were mainly due to 6 factors:imperfection of related laws and regulations, lack of effective supervisory approach, confusion in responsibilities of liability subjects, low degree of participation of consumers, imperfection of reverse logistics network and unadvanced processing technology facilities. To solve these issues, existing research included three aspects:law and statute about e-waste, reverse logistics network, management methods such as extended producer responsibility and so on. However, few studies are on system composed of those three research aspects. In management process, they complemented each other and no one could solve all issues in waste mobile phones recycling in China.In order to improve present situation, a recycling management system for waste mobile phones was constructed based on above discussion. This system consisted of five parts: e-waste management law and statute, extended producer responsibility, environmental cash pledge system, a cell phone information management system based on IMEI and waste cell phone reverse logistics network. The cell phone information management system based on IMEI was proposed in the view of features and applications of IMEI. This system was able to realize the uniqueness and traceability management of mobile phone.As the key part of the recycling management system, the construction of waste cell phone reverse logistics network was specially studied. A self-supporting waste cell phone reverse logistics network including online recycling and off line recycling was constructed, based on the three basic reverse logistics mode and the current situation of mobile phone industry and waste mobile phones recycling in China.It was operated with the feature of multi-echelon, single product and single cycle. A mixed integer linear program model targeting with profit maximization and waste volume minimum of the network was developed subsequently. Then, the model was validated by mobile phone maker-H recycling waste mobile phone phone in Liaoning Province. LINGO 11.0 was applied to simulate calculations. In addition, the effects of recovery rate of waste mobile phone, e-mall recovery ratio and the production rate of waste on structural layout of reverse logistics network were studied. Results showed that recovery rate of waste mobile phone and e-mall recovery ratio significantly affected the revenue and structural layout of reverse logistics network.
